Job Description and Duties

The Regulatory and Risk Modeling Section is responsible for conducting the California Air Toxics Assessment (CATA), providing microscale to statewide air quality and toxics modeling support for the Board’s various regulatory programs and policies, including the community air protection program (AB617), airborne toxic control measures (ATCMs), state implementation plans for lead, NO2, and SO2, EJ, air toxics hot spots program, emergency responses, and many others. The Section also provides meteorological and air dispersion modeling technical support for special and sensitive projects having multiple stakeholders with varied interests, including support for Exceptional Event demonstrations related to wildland and prescribed fire. In addition, the Section develops, maintains and enhances a comprehensive, statewide meteorological database and a visualization mapping tool and data portal for CATA and provides technical support for other programs and other agencies.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board’s (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

1) What is your hands on experience in air quality and/or air toxics modeling (if possible, please list projects you have worked on using those modeling skills and project products such as reports, publication, etc.)? If you don't have hands on experience in air quality/toxics modeling, please describe your modeling expeience in other areas such as meteorology, climate or others;
2) Please describe your computer programming skills/experience (Fortran, C++, etc.), including scripting languages (such as cshell, Python, etc), GIS (ARCMAP, ARCINFO, or QGIS) and all models you have used; and
3) a complete list of first author and coauthor publications relevant to the job description/duty statement.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Due to the needs of the Section that are associated with this specific position, the most competitive applicant will have: 1) a strong science or engineering background; 2) recent hands-on modeling experience, including air dispersion and/or toxics modeling (AERMOD, CALPUFF), photochemical modeling (CMAQ, CAMx), meteorological and its coupled modeling (WRF, WRF-CHEM, WRF-CMAQ), or others (such as Inverse modeling techniques,etc.); 3) a demonstrated ability to work with large databases; 4) experience with Linux operating systems, including shell scripting; and 5) excellent communication skills (both verbal and written). Additionally, all candidates must be enthusiastic team players with strong interpersonal skills. Some or all of the required qualifications listed above may be tested via a written exam.

Although not required, ideally, candidates will possess some combination of the following knowledge, skills, or abilities: experience (academic or hands-on) in meteorology, air quality and satellite data analyses; experience (academic or hands-on) with big data processing tools and techniques that can be used to quality assure various datasets and model inputs and outputs; experience in utilizing machine learning for data analysis. Working knowledge of how to develop and implement web-based tools and application programming interfaces (APIs) that can communicate results within CARB and with stakeholders is also highly desirable. The most competitive candidates will have: experience with UNIX or Linux; FORTRAN, or other programming and scripting languages (SQL, Python or R); knowledge of air quality, atmospheric processes and statistics; previous experience with GIS software; and a demonstrated ability to work independently and in a team environment.
