Council Coordinator Analyst
Job Description and Duties
Under the direction of the Staff Services Manager I (SSMI), Resource Management Branch, Office of Civil Rights (OCR), the Associate Governmental Program Analyst (AGPA) will independently analyze issues, research logically and creatively, develop a course of action, and make recommendations to meet customer needs while performing a variety of administrative responsibilities and research. The incumbent will collect, analyze, and interpret information from internal and external stakeholders for the Deputy Director of OCR. The incumbent will complete research and data collection for inclusion of reports to various advisory bodies administered by OCR, including but not limited to the Caltrans Statewide Small Business Council, the DBE Participation Committee, and DBE Governance Council. The incumbent must be proficient in writing and analyses of written and oral communications.

Working Conditions
Position located at 1500 5th Street, Sacramento, CA, Sacramento County
Multiple positions may be filled from this recruitment. This is a Limited Term position which may be extended to 24 months or become permanent.The incumbent can choose to be Remote- or Office-Centered as defined by Department policy. If office-centered, the incumbent will work in a climate-controlled office under artificial lighting. Workload demands for project deliver, whether office- or remote centered, may dictate the need for flexibility when performing assigned duties. Due to periodic problems with heating and air conditioning, the building temperature may fluctuate. If remote-centered, the incumbent will follow Department and OCR guidelines regarding work environment and equipment.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.Special Requirements

The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. The SOQ serves a documentation of each candidate’s ability to present information clearly and concisely in writing. You must include specific examples. The SOQ must not exceed one page in length (500 words), 12-point font, single spaced with 1-inch margins. Resumes, letters, and other materials will not be considered as your response to the SOQ.
• Describe your experience independently coordinating complex meetings or advisory bodies. In your response, include your role in gathering and analyzing information, preparing meeting materials, documenting action items, and ensuring completion of follow-up tasks.
• Provide an example of a time you independently identified a problem, analyzed possible solutions, and recommended or implemented a course of action. What was the result?
• Describe a situation where you were responsible for managing multiple assignments with tight deadlines. How did you prioritize tasks, maintain accuracy, and ensure commitments were met?

The incumbent should: have knowledge of departmental, administrative, and contracting processes; have the ability to work effectively with various levels of management and staff; communicate effectively orally and in writing; establish and maintain friendly and cooperative relations with a diverse community of internal and external stakeholders. The incumbent should have the ability to work under pressure, independently, and effectively. The incumbent should be able to efficiently coordinate multiple assignments with multiple deadlines. The incumbent should have the ability to operate a computer, conduct online research, be able to work extensively in such programs as Word, Excel, and PowerPoint, and compose survey instruments using programs such as Survey Monkey.
