AIR POLLUTION SPECIALIST
Job Description and Duties
The California Air Resources Board's (CARB) Industrial Strategies Division (ISD) is launching two groundbreaking climate programs: the California Corporate Greenhouse Gas (GHG) Reporting Program, authorized by Senate Bill (SB) 253 (Wiener, 2023; Health & Safety Code § 38532), and the Climate-Related Financial Risk Disclosure Program, authorized by SB 261 (Stern, 2023; Health & Safety Code § 38533). This announcement is one of several exciting opportunities to join the Climate Data and Risk Reporting Branch (CDRRB) as these first-of-their-kind programs are developed and implemented.
CARB is hiring multiple Climate Communications Specialists in the Air Pollution Specialist (APS) classification to join the Climate Data Communications Section (CDCS). Under the direction of an Air Resources Supervisor I, the APSs will serve as technical experts responsible for developing and executing communication and outreach strategies that improve transparency and public understanding of corporate climate reporting requirements under SB 253 and SB 261.
As part of this dynamic and growing team, APSs will:
• Develop accessible, public-facing materials such as fact sheets, FAQs, presentations, and web content to communicate complex technical and regulatory information;
• Support the design and execution of stakeholder outreach efforts, including workshops, webinars, and listening sessions, and integrate public feedback into communication strategies;
• Assist in developing communication tools, outreach lists, and response tracking systems to ensure timely and accurate public engagement;
• Collaborate with technical teams, regulated entities, and partner agencies to ensure materials are scientifically sound, consistent, and aligned with program goals;
• Conduct research and analysis to inform communication strategies and stakeholder engagement approaches; and
• Contribute to cross-program initiatives that promote transparency, stakeholder trust, and effective implementation of California’s corporate climate data programs.

CARB's regulatory programs have potentially broad applicability to a large number of entities that do business in California. These positions may be eligible for hybrid in-office work and in-state telework based on CARB's current telework policy, with some in-person attendance required. Occasional travel may be required.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

- Standard office environment (artificial lighting, controlled temperature, etc.).

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Strong written and verbal communication skills, including experience developing clear and engaging content for diverse audiences;
• Knowledge of climate change, GHG emissions, and/or corporate climate disclosure frameworks;
• Experience in stakeholder engagement, public outreach, or communications planning;
• Familiarity with regulatory or technical program development;
• Ability to analyze complex information and translate it into accessible public-facing materials;
• Experience organizing public events, workshops, or webinars; and
• Strong project management skills, including the ability to prioritize and meet deadlines.

Experience and Education
