Branch Chief
Job Description and Duties
The California Air Resources Board (CARB) is seeking an experienced, mission-driven leader to serve as Branch Chief of the Program Planning & Management Branch (PPMB) within the Industrial Strategies Division (ISD). This opportunity, classified as an Air Resources Supervisor II (ARS II, Branch Chief), is ideal for a leader who is a self-starter, enjoys mentoring staff and managers, and is experienced in emissions data reporting and verification.
PPMB oversees the planning and implementation of a number of California's climate policies and programs under the California Global Warming Solutions Act of 2006 (AB 32) and other legislation. PPMB's work includes emissions data reporting, and verification under the Mandatory Reporting Regulation (MRR), Cost of Implementation Fee (COI Fee) assessment, and verification of activities under the Low Carbon Fuel Standard (LCFS). The Branch Chief oversees three sections. The Emissions Data Quality Assurance Section (EDQAS) is responsible for ensuring accurate GHG data through verification and quality assurance, conducting verifier training, accrediting verifiers, auditing performance, and managing COI Fee data reporting and calculation. The Climate Change Reporting Section develops and enforces GHG reporting regulations, collaborates with other state agencies to establish emissions quantification and reporting methods, and supports Cap-and-Trade compliance. Additionally, the Substance Evaluation Section oversees LCFS data verification, collaborates on measurement methods for fuels, and ensures quality assurance in reporting.
Together, PPMB's sections support California's GHG emissions reduction strategies by ensuring accurate data reporting, promoting regulatory compliance, and fostering the integrity of emissions monitoring across sectors.

• Mentor, support, and grow a diverse and collaborative team of professional staff, fostering a culture of excellence, innovation, and inclusion.
• Represent CARB in high-level interagency, stakeholder, and public forums—including international entities and partners
• Direct and oversee the planning, implementation, and enforcement of critical climate programs
• Ensure the integrity of California’s emissions data through robust quality assurance systems, verifier accreditation and auditing, and support for regulatory compliance across sectors. Occasionally travel may be required.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Experience and Education
