Workforce Initiative Analyst
Job Description and Duties
Under direction of the Staff Services Manager I, in the Department of state Hospitals (DSH), Workforce Initiative Unit, the Associate Governmental Program Analyst (AGPA) performs the more responsible, varied and complex technical analytical staff services assignments such as program evaluation and planning, policy analysis and formulation, and personnel analysis, and continually provides consultative services to the Staff Services Manager I and others.
The Workforce Analyst position offers a unique opportunity to contribute creative ideas and presents a distinctive chance to innovate and lead transformation, playing a key role in helping shape new strategies with the goal of developing and implementing solutions addressing the departments recruitment and retention needs. This position will have high visibility and responsibility to aide in the preparation of reports that will be viewed by the Executive Team, the Directorate, and other leaders through the Department of State Hospitals' (DSH) system.
This position reports directly to the Workforce Initiative (WIN) manager (SSM I) and supports statewide departmental workforce initiatives, ensuring impactful contributions to organizational success.

Working Conditions
- This position reports to the Allenby Building in Sacramento. A hybrid Telework schedule, consistent with the State of California's in-office requirement, may be considered with prior approval from management. The incumbent may also be required to travel throughout California as needed, with prior notice.
- The State’s Commute Programs provide bicycle, mass transit and vanpool incentives to eligible state employees. The State’s mass transit incentive pays 100% of the transit pass up to the IRS maximum of $325 per month in 2025.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Skill or experience working in Human Resources.
- Knowledge, skill, or experience with Recruitment, Selections, Classification & Pay or Personnel.
- Experience analyzing, working independently, and making recommendations on various complex problems and projects.
- Skilled experience providing consultative customer service to management and staff.
- Skill and experience in using multiple research methods (meetings, surveys, internet, etc.) and tools (survey software, binders, Microsoft products etc.) to gather and analyze information/data.
- Experience interpreting and applying complex written laws, rules, regulations, standards policies, directives, etc.
- Experience writing comprehensive responses to special requests, formal inquiries, etc.

Statement of Qualifications
