Job Description and Duties
The Sustainable Transportation and Communities Division (STCD) uses multi-disciplinary approach to integrate research, transportation and land use planning, regulations, and incentives to advance sustainable, equitable communities that provide affordable housing and a range of transportation options to accelerate electrification, reduce vehicle miles traveled (VMT), support carbon sequestration, and meet community needs to promotes equity, access to opportunity, and community resiliency.
This Division embraces some of the most programmatically and politically challenging policy objectives such as transitioning to all-electric buildings, overseeing the state's strategy for climate investments, developing a State strategy to reduce VMT, and ensuring equity remains front and center in all we do. Our work affects the lives of Californians and creates policy frameworks that other states, the nation, and other countries seek to follow. Key to STCD’s success is innovation in policy areas such as housing, land use planning, and mobility; integrating expertise across its branches; thinking creatively; and building strong collaboration across CARB and with agencies at all levels of government.
Under the administrative direction of the California Air Resources Board (CARB), the Executive Officer, and the Deputy Executive Officer for Equity, Communities, and Environmental Justice, the Division Chief plans, organizes, and directs the work of STCD staff; formulates policy and policy recommendations; acts as part of the Leadership team in the identification of issues, formulation of policies, and development of strategies to best meet program objectives; represents the Board on issues related to regulations on vehicle manufactures, programs to reduce emissions from other transportation systems, impacts of land-use decisions, and related issues with federal, state, and local agencies, the Legislature, and the general public.

Special Requirements

1. Describe your experience establishing and maintaining effective working relationships with representatives of local government agencies, environmental groups, environmental justice groups, businesses, industry groups, the Legislature, and media organizations as it relates to housing, land use, transportation, and/or pollution reduction programs.
2. Describe your experience and knowledge leading large, multi-disciplinary teams responsible for developing and implementing complex policies and programs, including setting a vision, empowering your team, establishing communication protocols, and managing personnel, workload, and budget.
3. Describe your knowledge and experience demonstrating your understanding and awareness of multicultural protocols and sensitivity to cultural differences, and how you have used this understanding to foster diversity and inclusion in the workplace.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Managerial experience and demonstrated leadership, creativity, and sound judgment in directing a group of multi-disciplinary professionals to implement a complex, sensitive program.
• Strong background and experience working closely with community-based organizations, facilitating deep and meaningful community engagement strategies, operationalizing equity throughout their work, and developing methods for measuring program success is highly desirable.
• Ability to successfully manage a matrix organizational structure and accomplish project objectives within schedule and budget.
• Ability to formulate and implement sound policy recommendations that integrate technical engineering, scientific, economic, environmental, equity, and legal considerations.
• Knowledge of sustainable transportation policies and practices, with specific familiarity with California laws and policies relating to sustainable transportation and communities.
• Knowledge of policy and technical issues associated with air pollution control strategies, land use and transportation strategies and planning, and pollution reduction programs.
• Ability to negotiate through tough political climates, and an aptness to build consensus among section staff, Divisions within the agency, other local, State and federal agencies, environmental and community-based organizations, and key stakeholders.
• Well-developed interpersonal skills and the ability to communicate effectively both orally and in writing.
• Ability and desire to be a team player and maintain a good sense of humor.
• General understanding and awareness of multicultural protocols and sensitivity to cultural differences.
