Analyst III
Job Description and Duties
Under the general direction of the Executive Director, Deputy Executive Director and Supervisor II (S2), and the direct oversight of the Supervisor I (S1), the Analyst III (A3) independently performs advanced analytical work and coordinates complex programmatic activities related to the administration of the CA Alternative Energy and Advanced Transportation Financing Authority (CAEATFA or the Authority) programs, including any newly authorized initiatives and support for financings enrolled under previous programs.
The incumbent serves as a lead analyst on assigned projects, providing guidance to analytical and administrative staff assigned to CAEATFA’s programs. Major responsibilities include more complex and technical areas of program development, industry-specific research and analysis, rulemaking, data support and maintenance, marketing and program implementation. May work directly with stakeholders and program participants related to program policies, operations, and compliance.

CAEATFA, as part of the State Treasurer’s Office, is currently operating on a hybrid office/telework arrangement with staff working in office at least two days per week with the option to telework on the other days.
This position will require occasional overnight travel and may require occasional day travel.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Strong ability to conduct complex research, statistical analysis, and interpret data for program evaluation and decision-making
- Demonstrated ability to think critically, pay careful attention to detail, and apply these skills to the solution-oriented management of problems as they arise in the normal course of business
- Demonstrated ability to communicate effectively orally and in writing, including research, preparation of written analyses and supporting recommendations to executive management
- Experience in regulatory or policy development with a strong interest in public rulemaking, legislative processes, and effective stakeholder engagement
- Ability to organize, synthesize and present complex information before the public, other state agencies, and the Board of CAEATFA
- Demonstrated ability to function with a high level of diplomacy, confidentiality, and tact in order to gain confidence and trust
- Background in relevant subject matter such as energy efficiency, alternative energy, advanced transportation, consumer or commercial finance, operations, program design, tax laws, economic development, etc.
- Desire to work in a fast paced, small, service-oriented state agency prioritizing accountability, transparency and customer service
- Ability to manage multiple, complex projects simultaneously
- Proficiency in Microsoft Word, Excel, Outlook, Adobe Acrobat, agency-customized database systems and project planning/management tools

Minimum Qualifications
Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If you are meeting Minimum Qualifications with education, you must include your unofficial transcripts/diploma for verification in your application packet. Official sealed transcripts or your original diploma (with embossed seal) will be required prior to appointment. If it is determined that a candidate does not meet all Minimum Qualifications, the candidate will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the classification. All candidates who are determined to not meet the Minimum Qualifications will be contacted in writing and will have 10 business days to respond with additional information supporting their Minimum Qualifications for the classification. Candidates who have been withheld may file an appeal with the State Personnel Board.
