The County Administrative Office is currently seeking a Legislative Program Manager to manage the County's Legislative Program and Strategic Grant Services Program. This is an exciting opportunity to perform critical work to ensure the County of Monterey's interests are advocated for at the state and federal levels. This position will act as a liaison between the County and state, federal, and local agencies on matters of mutual interest that require coordination. The individual chosen for this role will serve as a legislative spokesperson for the County and work collaboratively to develop and implement the County's local, regional, state, and federal legislative agenda. This position works closely with the County Administrative Officer, other CAO executive staff, County Department Heads and elected officials, and the Board of Supervisors. The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis. Examples of Duties Examples of Duties: Develops and implements the County's legislative advocacy plan; advocates on legislative and regulatory issues, coalition building, and public presentations to key stakeholders; identifies and tracks key legislation Oversees the legislative agenda and the County's policy strategy to achieve designated County legislative goals at both the state and federal levels Monitors legislative and other governmental activity on policies important to the County Manages, directs, and works with the County's federal and state lobbyists to execute legislative agenda and policy strategy Serves as the lead interface with state and federal governments; organizes, manages, and executes outreach efforts and presentations to various stakeholders Identifies new strategic legislative and regulatory partnerships with organizations that have mutual interests Coordinates governmental, departmental, interagency, administrative, commission, and community activities to promote and foster mutually beneficial and cooperative relations between the County and other organizations Conducts research and analysis of emerging issues of political and/or regulatory consequence to the County; provide information and recommendations regarding current and proposed legislation, regulations, and other local, regional, state, or national issues of importance to the County Drafts position papers, briefing materials, technical documents, white papers, and presentation materials on relevant legislative and policy issues Facilitates communication between County departments, Board of Supervisors, and legislators regarding the impact of pending legislation and regulations; coordinates development and presentation of the County's position Represents the County and the County Administrative Office to the public and governmental entities, commissions, agencies, and community or interagency groups in a positive and productive manner Develops and maintains effective working relationships with federal, state, and local legislators and staff; meet with elected officials, County staff, and other agencies to address legislative issues related to County operations Develops, implements, and monitors the County's legislative program budget Prepares and presents responses to questions, issues, or concerns related to assigned projects, programs, and specialty areas Manage the Strategic Grant Services Program To view the complete classification description, please visit the County of Monterey website: Legislative Program Manager (Download PDF reader) THE SUCCESSFUL CANDIDATE Will have a proven track record demonstrating the following knowledge, skills and abilities: Thorough Knowledge of: Federal and state legislative and budgetary processes Principles and practices of public administration and principles of organization, management, and staffing Principles and practices of local government, including county administration, organization, programs, and functions Working Knowledge of: Modern office procedures, methods, and standard office equipment including a computer and related computer equipment Assigned computer software, including word processing, spreadsheet, presentation, and database applications Skill and Ability to: Effectively represent the County's interests with legislative and governmental bodies Plan, review, and evaluate the work activities of consultants Determine effective research methods, compile data, and present in a form most likely to enhance understanding Prepare reports, statistical data, forms, questionnaires, and surveys Analyze problems, select alternatives, project consequences of proposed actions, and implement recommendations for departmental objectives Communicate clearly and concisely, both orally and in writing Establish and maintain effective working relationships with those contacted in the performance of required duties Examples of Experience/Education/Training Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is: Education: Graduation from an accredited college or university with a bachelor's degree in public administration, business, or a related field. AND Experience: Five (5) years of broad and progressively responsible experience in governmental affairs, legislative representation, or public relations involving developing and implementing legislation and working with high-level officials and the public. Possession of a valid California driver's license or the ability to provide suitable transportation that is approved by the appointing authority. 2.
