Job Description and Duties


Patton State Hospital Human Resources Department is accepting applications for one permanent full-time appointment to Staff Services Manager I (Supervisor) as the Employment Manager. The successful candidate will report to the Human Resources Onboarding Manager (Staff Services Manager II).

The Employment Manager has management responsibility for the Employment Unit. This unit consists of professional, technical, and clerical staff, in carrying out the full range of human resources functions of the unit, such as hiring, state civil service examinations, recruitment, classification and compensation, I-9 and E-Verify programs, DOJ and FBI background clearances via Live Scan, Student/Intern/Volunteer backgrounds, Commercial Driver’s License programs including state required drug and alcohol testing program, and the Physical Agilities Testing Program. This unit also serves as the primary contact for a variety of HR functions and serves all current employees, supervisors, outside agencies, and job seekers.

The Employment Unit is very fast paced with numerous, time sensitive demands upon the staff of this unit. There is significant emphasis on this unit to produce statistical reports for management, DSH-Sacramento HR unit, and numerous outside agencies within very short time frames. The manager must have experience performing statistical reports with an emphasis for attention to detail through the completion of these reports as required.

The successful candidate will be required to maintain a professional appearance even while under intense pressure and multiple deadlines, possess leadership and supervision abilities, excellent interpersonal and oral and written communication skills, strong problem solving, organizational and analytical abilities. The incumbent must be dependable, able to multi-task, and manage a dedicated team of professional and technical staff. The successful candidate will be required to demonstrate their ability or experience and knowledge of at least the following:

  • Advanced knowledge and experience working with state human resources programs and databases, including but not limited to employment, hiring policies and practices, examinations, recruitment, classification and compensation.
  • Statistical reports, policy development and application
  • Knowledge of the state supervision guidelines and leadership ability.
