Personnel Specialist
Job Description and Duties
This position is limited term for up to 12 months. It may be extended up to an additional 12 months or become permanent.
Under the general direction of the Supervisor I (Human Resources Director), the Personnel Specialist is responsible for the work associated with personnel record keeping, certification, payroll, personnel documents processing and related personnel transactions functions. In addition to technical personnel and payroll transactions, the incumbent is responsible for maintaining employee records, ensuring compliance with state laws, rules, regulations, and collective bargaining agreements, and providing customer service to visitors, employees, supervisors, and control agencies.You will find additional information about the job in the .

Individuals who do not have lateral transfer eligibility must have taken and passed an examination to obtain list eligibility for the classification in order to apply. List eligibility may be obtained by meeting the minimum qualifications as outlined in the examination bulletin and obtaining a passing score on the Qualifications Assessment Questionnaire. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Knowledge of Human Resource policies, procedures, laws, rules, regulations, and MOUs
• Personnel Specialist experience (2+ years)
• Experience with personnel transactions, SCO Systems, and benefits administration
• Ability to meet and adhere to multiple due dates
• Ability to remain confidential and professional
• Knowledge of American Sign Language (ASL) or willingness to learn

ADDITIONAL SALARY INFORMATION
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
