Deputy Director
Job Description and Duties
Under the administrative direction of the Executive Director, Board of State and Community Corrections (BSCC) plans, organizes, directs and coordinates the BSCC’s activities within the Facilities Standards and Operations Division and performs specific duties including, but are not limited to the following:
Duties and Responsibilities:

Facility Inspection and Reporting: Lead, plan and organize the annual inspection of over 580 adult local detention facilities and over 100 juvenile local detention facilities operated by local government agencies. Direct & supervise staff in the statewide inspection and compliance monitoring of local detention facilities to ensure adherence to state laws, policies, standards, and state & federal court decisions regarding the custody and treatment of incarcerated people and youth. Develop, recommend, implement, and evaluate policies and procedures for conducting inspections including entrance and exit briefings, on-site performance measures, corrective action plans and mitigation, and inspection reports. Develop, recommend, implement, & evaluate policies and procedures to govern the inspection process, including data and information management. Serve as the first level approver of all challenges to compliance findings. Act as a liaison with state control agencies that have local detention facility oversight responsibilities. Ensure local detention facility compliance with state requirements. Oversee the collection of data, develop required reports, and complete reports as required. Provide technical assistance and expert consultation to state, local and related agencies and organizations. Coordinate with national policy and professional organizations on a broad range of policies and regulations relating to jail and juvenile detention facility operations.
Collaborate with County Facilities Construction Program: Collaborate with the County Facilities Construction program, which provides funding to local governments to construct adult and juvenile correctional facilities. Provide technical assistance to county stakeholders. Coordinate site visits, review architectural plans (see Plan Review below) and construction schedules.
Plan Review: Develop & implement policies to administer the review and approval of architectural plans and specifications for all local adult and juvenile detention facility construction projects for compliance with law and regulations. Develop & implement the review and approval of operational staffing plans for new or remodeled adult and juvenile detention facility projects funded by lease/revenue bonds. Develop & conduct training (transition into new facilities) for counties receiving lease/revenue bond financing; review and approve reimbursement claims processing and construction schedules submitted by counties.
Administrative Duties: Develop policies to administer the budget for the Division, including contract administration. Monitor expenditures to contain costs within budget. Monitor resources and responsibilities and make staffing adjustments as necessary. Interpret and apply state and federal law, budget language, legislation regulations and policies related to local detention facility operations. Review and draft proposed legislation affecting the BSCC’s local detention facility inspections and local facility construction financing programs. Select, train, and evaluate performance of staff. Prepare contracts, Budget Change Proposals, and Budget Concept Papers.
Management Team Duties: Serve as a member of the BSCC executive management team that develops policy and policy alternatives for adoption by the BSCC’s governing body. Support diversity, equity, & inclusion in all aspects of BSCC and FSO activities.
Represent the BSCC in discussions with the Governor’s Office, Legislature, Department of Finance, state & local agencies, advocacy organizations and other partners. Represent BSCC during legislative hearings and meetings with local government officials and professional organizations. Conduct investigations in sensitive areas. Assist the Executive Director, in formulating and implementing BSCC policy; act for or otherwise represents the Executive Director in his/her absence at BSCC meetings, public hearings, and in the daily affairs of the Board; and performs other duties as required.Desirable Qualifications

- Knowledge of state laws, regulations, and rulemaking processes.
- Experience in recommending, developing, and implementing policies relative to program issues.
- Managerial and leadership experience that demonstrates the ability to successfully apply organizational leadership, communicate clearly, facilitate decision-making, promote teamwork, and define and achieve success across multi-disciplinary stakeholder interests.
- Knowledge of the Legislative and budgeting processes.
- Experience in the formulation and implementation of procedures, policies, and programs related to local detention facility operation and construction.
- Experience in providing executive level advice and consultation to department management regarding minimum standards and best practices in local detention facility management.
- Experience in conducting inspections of local detention facilities.
- Leadership skills, including the ability to plan, organize, and direct multidisciplinary staff; knowledge of appropriate techniques in establishing effective relationships, training, motivating staff, recognition, progressive discipline, and a manager’s role in contributing to and achieving an equal employment opportunity workplace.
- Ability to communicate effectively, both orally and in writing with legislators, local government jurisdictions, the executive branch, BSCC, institutional and program staff, external stakeholders, and professional groups.
- Experience in establishing and maintaining effective quality assurance and continuous improvement processes.
