Assistant Deputy Director, Office of Administrative Services
Job Description and Duties
Under the general supervision of the Office of Administrative Services Deputy Director, the incumbent assists with overseeing the day-to-day operations of the OAS and provides support to the OAS leadership team to more effectively, efficiently, and strategically achieve the OAS’s goals. The incumbent serves as the subject matter expert and lead over the Fiscal Services Division (FSD), to include the Budgets Unit and the Accounting Unit, and the Business Management Division (BMD), to include the Business Service Unit (BSU) and the Acquisitions Section, which includes the Procurement Unit (PU) and Contracts Unit (CU). This includes responsibility for assisting in the management and oversight of the department’s financial and business operations. This role involves strategic planning, budgeting, financial analysis, and ensuring compliance with relevant regulations and policies. The incumbent supports the OAS Deputy Director in achieving departmental goals and objectives while fostering a culture of efficiency and accountability.

Working Conditions
The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.
This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Demonstrated experience managing various administrative functions, including budget management, procurements and contracts, business services operations, and staff accounting and reporting requirements.
2. Demonstrated experience successfully working with State control agencies to resolve high-level, sensitive administrative issues impacting the Department’s critical fiscal operations.
3. Knowledge of the State’s legislative process and experience providing legislative recommendations.
4. Knowledge of the Financial Information System for California (FI$Cal) to provide key support and oversight.
5. Demonstrated experience in leading and providing a sense of direction and purpose to a large multi-disciplinary professional, technical, and administrative staff in effort to provide high-quality customer service and in meet strategic goals.
6. Demonstrated experience in methods of administrative problem solving; principles and practices of policy formulation and development.
