Job Description and Duties

Under the general direction of the Deputy Bureau Chief of Licensing and Administration Services, the Legal and Regulatory Analyst (Analyst III) performs complex research, analysis, and development of regulations and policies to ensure BREA’s compliance with federal and state requirements. The incumbent provides expert consultation on regulatory matters, supports strategic objectives, and coordinates with internal and external stakeholders to advance BREA’s mission.

Working Conditions

Candidates who reside outside of the State of California may be admitted to the job interview. However, they must reside in the State of California once they are hired and start working.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period as outlined on "Section 2113 - Personal Leave Program (PLP)" of the CalHR Manual. The salary range(s) included on this job posting do not reflect the reduction in pay.

Work in a single-story office with artificial light and temperature control 40 hours per week. Remain in a stationary position consistent with computer work for prolonged periods. The ability to use a personal computer and telephone is essential. Must be able to work independently, follow DCA, BREA, and control agency policies, procedures, and guidelines. Routinely works with sensitive and confidential issues and is expected to maintain privacy and confidentiality at all times.

Special Requirements

Conflict of Interest: This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1, and within 30 days of leaving office.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

- Demonstrated experience conducting legal or regulatory research, including analyzing statutes, regulations, or policies.

- Experience drafting, reviewing, or revising regulatory language, rulemaking documents, or APA/OAL filings.

- Experience coordinating public comment processes or responding to written/verbal public comments.

- Experience reviewing or analyzing policy proposals for clarity, consistency, or compliance.

- Experience preparing regulatory impact determinations or assessing whether policies require rulemaking.

- Experience monitoring, analyzing, or tracking legislation, bills, amendments, or statutory changes.

- Demonstrated ability to maintain organized files, including confidential and sensitive information.

Statement of Qualifications

Statement of Qualification must be no more than two pages in length, size 12-point Arial font, single space with 1" margin on all sides. The SOQ should address your experience in legal and regulatory research, policy development, legislative monitoring, stakeholder engagement, and administrative support. Please answer each question below separately provide specific examples.

1. Legal & Regulatory Research:Describe your experience conducting legal or regulatory research, including analyzing statutes, regulations, or policies. Provide specific examples demonstrating your ability to interpret complex regulatory frameworks and develop recommendations based on your findings.

2. Rulemaking & Policy Development:Explain your experience drafting, reviewing, or revising regulatory language or rulemaking documents (e.g., Statements of Reasons, fiscal analyses, APA/OAL filings). Include an example where your contribution directly improved regulatory clarity, compliance, or program operations.

3. Legislative & Compliance Monitoring:Discuss your experience monitoring and analyzing legislative activity, preparing bill analyses, or evaluating the impact of statutory changes. Describe how your work supported organizational decision-making or compliance efforts.

4. Stakeholder Engagement & Communication:Provide examples of how you have facilitated stakeholder engagement, responded to public comments, or prepared regulatory/policy materials such as agendas. reports or presentations.
