Job Description and Duties

The California Department of Social Services is seeking a highly motivated, Supervisor I who is looking for meaningful work in a high profile and fast paced environment to join the Fiscal Policy and Analysis Bureau of the Financial Management Branch (FMB). The Branch serves a key role in budget development, fiscal implementation, fund distribution and providing fiscal policy and oversight of California's multi-billion-dollar social service programs.

Under the general direction of Bureau Chief, the Supervisor I is responsible for management of the Fiscal Analysis and Allocations Unit and the planning, development and distribution program funds to the 58 counties. The responsibilities include internal coordination with the programs and managing relationships with county partners and stakeholders. The Supervisor I oversees the work of three analysts in the unit, which includes development of fund distribution methodologies, analysis of expenditures and reconciliation of county spending compared to allocations throughout the year. The FMB invites candidates with leadership experience, strong math and analytical skills and sound decision-making experience who are up for a challenge to apply and compete. Knowledge of social service programs such as CalWORKs, Child Care, CalFresh, Foster Care and In-Home Supportive Services is beneficial.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance of the State Capitol, parks, restaurants, farmers’ markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. For positions advertised in more than one location, headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

The Statement of Qualifications must address the following:

1. Your experience in a management or lead capacity. Include details regarding the size of team, activities for which you served in a leadership role, length of time in the role and yourcontribution to the team or project effort.

2. Technical experience working in a fiscal environment, including working with data, methodology development and use of software and data systems, such as Excel and expenditure management database systems. Describe your level of proficiency.


3. Describe a time when you have had to handle sensitive information or have had to make a recommendation for major decision-making. What responsibility did you have over the matter and what was the outcome?
