Job Summary:
This position is a tech-forward role designed for a highly observant professional with a background in public safety. Unlike traditional field-based roles, the Virtual Patrol & Code Enforcement Specialist primarily monitors live and recorded camera feeds to detect and document municipal or property code violations. The officer utilizes "virtual patrolling" to identify non-compliance and reports violations and formal documentation. This position requires the investigative mindset of a law enforcement professional combined with the technical precision of modern surveillance.

Key Responsibilities:

• Virtual Surveillance & Detection: Actively monitor camera feeds to identify non-compliance issues such as illegal dumping, unauthorized construction, safety hazards, vendor, and land-use violations.
• Violation Reporting: Generate comprehensive reports regarding observed violations, ensuring all findings are documented with precision for administrative or legal action.
• Targeted Verification: Utilize virtual monitoring to pinpoint exact locations of interest before deploying to the field for site-specific verification and data collection.
• Evidence Documentation: Capture high-quality digital evidence and maintain detailed logs of virtual observations to support the issuance of citations.
• Case Management: Build and manage digital case files from the moment of detection via camera through to final reporting and resolution.
• Interagency Coordination: Report findings to the appropriate departments or stakeholders to ensure codes are upheld and safety standards are met.
• Courtroom Testimony: Present findings in a court of law.

Required Qualifications:

• Experience: Prior Law Enforcement and/or Code Enforcement experience is mandatory. Candidates must possess a deep understanding of investigative techniques and the application of local/state ordinances.
• Acute Observational Skills: Must be exceptionally detail-oriented with the ability to maintain focus on camera monitors for extended periods and identify subtle signs of non-compliance.
• Driving Record: Must possess and maintain a clean driving record for travel to specific sites identified during virtual patrols.
• Background & Vetting: Must pass an extensive Department of Justice (DOJ) background check , a rigorous internal background investigation, and a comprehensive drug screening.

Preferred Skills:

• Proficiency with advanced CCTV software and Video Management Systems (VMS).
• Strong technical report-writing skills with an emphasis on evidentiary accuracy.
• Ability to work independently while maintaining high ethical standards and professional integrity.

Physical and Mental Requirements:

• Ability to remain focused on digital displays for the majority of a shift.
• Ability to transition from a monitoring environment to a field environment to document time-sensitive findings.
• Decisiveness and the ability to interpret complex codes and apply them to scenarios observed on screen.
