ACCOUNTING OFFICER, SPECIALIST
Job Description and Duties
Will Consider Accountant Trainee.
Under the general supervision of an Accounting Administrator I (Supervisor), the incumbent will perform professional accounting work related to the Utility Payments. Ensures the safeguarding of assets and compliance with fiscal and accounting policies applicable to the job. Prepares and processes utility invoices, including verifying vendor accounts, batching invoices, and assembling claim schedules. Handles paper and electronic invoices, performs complex reconciliations, corrects claim schedules and processing errors, and makes expenditure adjustments. Uses Advantage, infoAdvantage, Datalink, and Paper Utility Invoice Automation (PUIA) to process invoices and generate reports for reconciliation.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Working Conditions
Position located at 1820 Alhambra Blvd, Sacramento CA 95816, Sacramento County
Multiple positions may be filled from this recruitment.While at their base of operation, employees will work in a climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Most employees will work in workstations within shared cubicles. Working hours will be set sometime between 6:00 a.m. and 6:00 p.m. Overtime may be required, and vacations may be restricted, during peak times and fiscal year-end closing. Employees may be required to travel in state, but the travel is not very frequent.
Special Requirements
Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Have the ability to work independently and within a creative team environment. Be proficient in Microsoft Office such as Excel and Word. Possess strong analytical skills, good written and verbal communication skills, interpersonal skills and excellent customer service. Knowledge of Accounts Payable and the Department of Transportation's financial system CGI Advantage is beneficial. Regular and punctual attendance is desired as the functions performed affect the daily operations of the Accounts Payable Section.
