Job Description and Duties

This is a 24-month limited term position which may be extended, cancelled, or made permanent at any time.

If becoming permanent, the selected candidate must be eligible for a permanent appointment at the time of the LT appointment or at the time of the conversion.

OneAdmin Planning & Operations has an immediate opening for a Limited Term opportunity as a Senior OneAdmin Planning & Operations Manager at the Supervisor II level. This position is responsible for building a high-performing, proactive, and engaged team while managing the operations of the Data Quality & Analytics (DQ&A) unit and Predictive Analytics unit. The role ensures high-quality analytical reporting while overseeing large-scale analysis, coordinating budget deliverables and vacancies, supporting the audit functions, and advancing key strategic initiatives. This position manages analytical teams that produce Workforce Capacity studies, Cost-Benefit Assessments, Dashboards, Reports and other critical operational insights. The role requires strong leadership, analytical decision-making, and the ability to guide teams through complex assignments while maintaining alignment with organizational goals. It is necessary that they establish strong working relations with internal and external stakeholders.

Desired characteristics of this position will include and is not limited to:

  • Experience leading analytical, operational, or reporting teams responsible for complex, high-impact deliverables.
  • Strong ability to translate data into meaningful insights that inform executive and senior-level decision-making.
  • Background in planning, organizing, and evaluating the work of multidisciplinary analytical or administrative staff.
  • Ability to apply analytical techniques to address complex requests, resolve issues, and evaluate alternatives.
  • Experience overseeing development of reports, dashboards, audit deliverables, budget reports, and analytical products using internal and external data sources.
  • Skill in fostering collaboration across business units, project teams, and functional partners.
  • Capability to manage simultaneous projects, shifting priorities, and work with minimal direction.
  • Strong interpersonal and communication skills, including the ability to provide clear expectations, meaningful feedback, and career development guidance.

Desired Qualifications

  • Experience overseeing preparation of analytical reports, projections, or workload analyses for executive audiences.
  • Ability to manage performance expectations, coaching, evaluation, and development of staff.
  • Experience coordinating information in response to internal and external stakeholder requests.
  • Strong background in using analytical tools and software, including proficiency with Microsoft Excel and other reporting applications.
  • Experience contributing to budget planning, monitoring FTE utilization, tracking specialized software and hardware budgets and evaluating resource needs.
  • Ability to work collaboratively, build effective cross-functional relationships, and support organizational goals.
  • Strong written and verbal communication skills.

Working Conditions

The successful candidate must reside in California upon appointment.

Selected candidate(s) hired may be required to attend in-person Onboarding at our Vacaville office with expenses for attendance paid by State Fund.

Special Requirements

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
