The California Department of Insurance (CDI) is seeking a dynamic IT Business Strategy Architect with experience developing and optimizing Snowflake data warehouse structures, proficiency using Sigma Computing to build interactive dashboards, analytical models, and performant visualizations based on large regulatory or actuarial datasets, and knowledge of actuarial data structures, insurance rate-related datasets, and analytical workflows used in regulatory or Proposition 103 environments.

Under the administrative direction of the Information Technology Manager II in the Business Technology Management Bureau (BTMB), the Information Technology Specialist III (ITS III) serves as the California Department of Insurance’s, senior-level data architect responsible for designing, implementing, and governing enterprise-wide data modeling, data analytics, and business intelligence (BI) enterprise solutions. This position also transforms regulatory, actuarial, and operational data into actionable insights, dashboards, predictive models, and strategic recommendations that support executive decision-making. The ITS III leads high priority data analytics initiatives with broad authority and independence to design and build data models and implement analytic tools that translate complex regulatory, actuarial, and operational needs into actionable insights, dashboards, data visualizations, and strategic recommendations. This role oversees future-state data solutions aligned with business objectives across software engineering, systems engineering, and project management domains.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.

Working Conditions

  • The incumbent must be able to work in a high-rise building.
  • Ability to transport documents and/or equipment up to 15-20 lbs., i.e., laptop computers, files, reference manuals, solicitation documents, etc.
  • The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed; however other authorized transit subsidies do exist for those who qualify.
  • Occasional travel may be required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.)
  • Travel will/may include overnight stay.
  • Overtime may be required.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience developing and optimizing Snowflake data warehouse structures, including schemas, virtual warehouses, and ELT/ETL pipelines.
  • Proficiency using Sigma Computing to build interactive dashboards, analytical models, and performant visualizations based on large regulatory or actuarial datasets.
  • Ability to convert Microsoft Excel Actuarial Tools to Sigma Computing Worksheet to build interactive dashboards, analytical models, and perform visualizations based on large regulatory or actuarial datasets.
  • Strong understanding of actuarial data structures, insurance rate-related datasets, and analytical workflows used in regulatory or Proposition 103 environments.
  • Demonstrated ability to design secure, scalable cloud-based data architectures and implement data governance, access controls, and data quality frameworks.
  • Experience collaborating with actuarial teams to translate analytical requirements into data models, transformations, and analytics solutions.
  • Proven ability to integrate modern cloud data platforms with legacy regulatory systems, resolving data quality and mapping challenges.
  • Excellent communication skills with the ability to explain complex technical concepts to non-technical staff, leadership, and program stakeholders.

  • Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
