Technology Portfolio Specialist
Job Description and Duties
This one-year, limited term position supports the Office of Technology and Solutions Integration (OTSI) in improving visibility, consistency, and strategic alignment of information technology tools across a diverse portfolio of IT projects and operations. The incumbent will analyze and document the organization’s current tool landscape, including development, operations, analytics, and project management tools, to identify patterns, overlaps, and opportunities for standardization. This work enables more efficient, coordinated, and data-informed technology decision-making across the organization.
Business travel may be required. All commute expenses to the reporting location will be the responsibility of the selected candidate. The OTSI office location for this position is 2870 Gateway Oaks, Suite 150, Sacramento, CA.
Travel reimbursement considerations take into account an employee’s home address and designated reporting location and are subject to applicable policies, rules, regulations, and bargaining unit contract provisions. Candidates who reside outside of the State of California may be admitted to the job interview but must be a resident of California for employment. This position is a limited term (LT) position/appointment and is expected to last 12 months. Working Conditions
This position is currently eligible for telework opportunities. This position is currently hybrid. The amount of telework is at the discretion of the OTSI and is subject to operational needs.
On July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receives a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Ability to analyze and document complex IT environments, including tools used for software development, project management, operations, analytics, and collaboration.
2. Knowledge of IT portfolio management and tool ecosystem mapping, including identifying dependencies, redundancies, and gaps across multiple teams or systems.
3. Experience applying frameworks or models to categorize technology capabilities and align tools to business and technical functions.
4. Ability to evaluate technology solutions using defined criteria, such as functionality, integration, security, scalability, and cost.
5. Experience conducting comparative analysis of software tools or platforms and presenting findings in a clear, structured manner.
6. Strong analytical and critical thinking skills, with the ability to synthesize data into meaningful insights and recommendations.
7. Ability to prepare clear, concise documentation and reports for both technical and non-technical stakeholders.
8. Experience collaborating with cross-functional teams, including project managers, developers, and business stakeholders, to gather information and support decision-making.
9. Knowledge of IT project delivery methodologies (e.g., Agile, Waterfall, hybrid approaches) and the tools that support them.
10. Strong organizational skills and attention to detail, with the ability to manage multiple assignments and maintain structured inventories or datasets.

This position is responsible for the making, participating in the making, or influencing the making of governmental decisions that may potentially have a material effect on personal financial interests. As a result, this position is subject to the California Health and Human Services Agency (CalHHS) Conflict of Interest Code. The selected candidate is required to file a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.
