Project Portfolio Chief
Job Description and Duties
Under the direction of the Deputy Director & Chief Information Officer, Information Technology Division (ITD), the Project Portfolio Chief serves in an executive management role in developing information technology (IT) project policy, formulating long range IT programs/objectives, and overseeing all technical projects in the Department of Developmental Services (Department). The Project Portfolio Chief works effectively with all technical staff, Department program staff and management, regional center executive staff, service provider stakeholders and public stakeholders in providing expertise to successfully plan, execute, report, monitor and close projects and establish contracts critical to the Department’s goals. This includes overseeing all reportable projects and their project teams and non-reportable projects including the Life Outcomes Improvement System (LOIS) that will replace all legacy case management and fiscal sub-systems with a single modern integrated solution for both the 21 regional centers and state-operated facilities and programs.
The Project Portfolio Chief provides leadership and guidance for all projects supporting the Department – including establishing and enforcing project management standards, artifacts and policies, and overseeing all project contracts. The successful candidate will manage the relationship between IT and program and business area owners to ensure that the ITD is proactively identifying and providing strategic opportunities to advance the business goals of the area through technology.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave. Pending Budget Approval

Working Conditions
Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. Incumbent must live and work in California. All commute expenses to the reporting location will be the responsibility of the selected candidate.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

This role must possess the following skills/abilities in order to perform the essential functions of the position:
• Strong leadership skills in a complex environment with multiple competing priorities and demands.
• Effective communication skills.
• Experience managing or implementing a major cloud service, such as Application as a Service or other similar virtual IT environment.
• Experience managing vendors and IT Projects.
• Experience managing a wide variety of technical subject matter experts.
• Ability to plan, organize, facilitate, and coordinate multiple projects operating under strict guidelines and timeframes.
• Ability to work across diverse teams of technical, business and executive staff and managing organizational and technological change
• Experience leading State of California PAL projects.
• Project Management Professional (PMP) desired but not required
