Attorney III - Telework Option
Job Description and Duties
This position is eligible for telework in accordance with CLRC’s Telework Policy and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.
The Committee on Revision of the Penal Code is a multi-member state body that was formed on January 1, 2020. The Committee studies the Penal Code and recommends statutory reforms to achieve the following objectives:
- Simplify and rationalize the substance of criminal law.
- Simplify and rationalize criminal procedures.
- Establish alternatives to incarceration that will aid in the rehabilitation of offenders.
- Improve the system of parole and probation.
The Committee’s legal staff will provide support for that work by conducting legal research and analysis, participating in the Committee’s meetings, and supporting the legislative process when bills are introduced to implement the Committee’s recommendations.
This position will be remote work, with occasional travel to in-person meetings in Sacramento or other locations in the state.

Under direction of the Attorney Supervisor, the Attorney III (Criminal Law Team) is primarily responsible for leading the Committee's legislative program; performing background research and analysis of the law and policies relevant to the new Committee's studies; independently performing the more complex work and assignments related to a broad range of staff legal work, and in compliance with state and federal laws, rules and regulations, and other legal authorities.
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. This position may require travel. This position is not eligible for visa sponsorship. Special Requirements
- Employment History on the STD 678 (State Application) must be complete and include employment dates, accurate hours per week, total time worked, duties and responsibilities performed, and contact names and phone numbers of supervisors. License and Certification numbers included on the STD 678 must include issue date and expiration date. Failure to indicate issue and expiration dates will result in disqualification. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience with the California legislative process.
- Statutory interpretation and drafting experience.
- Experience writing reports for a non-legal audience.
- Experience analyzing and interpreting policy issues using empirical studies, other jurisdictions’ laws, legislative history, and scholarly writings.
- Experience working cooperatively with commissions, control agencies to meet organizational needs.
- Demonstrated experience providing superior customer service.
- Knowledge and experience in project management.
- Dynamic leadership skills focused on initiating and executing process improvements, coaching, and organizational change skills.
- Ability to anticipate and identify sensitive issues which may impact internal/external stakeholders.
- Ability to lead, motivate, and develop staff in an inclusive and equitable team environment.
- Ability to write clearly, accurately, and concisely, communicate verbally, and listen effectively with a variety of audiences.
- Ability to work under pressure, handle multiple tasks, and adapt to changing priorities.
