Chief Estimator
We are hiring a Chief Estimator to lead estimating for public works and underground utility projects across Southern California.
This is a high-impact leadership role for someone who can own the number from initial review through final bid submission and help drive competitive success in the public sector.
What You'll Own
- Lead estimating for projects including sewers, storm drains, waterlines, conduit, and utility infrastructure
- Manage the full bid process from scope review through final submission
- Perform quantity takeoffs and coordinate subcontractor and vendor pricing
- Analyze plans, specifications, and geotechnical reports to develop accurate cost estimates
- Evaluate risk, build contingencies, and identify value engineering opportunities
- Coordinate with project management and field teams during project handoff
- Track bid results, market pricing, and win/loss trends to improve competitiveness
- Support and mentor junior estimating staff as the team grows
Requirements
- 8+ years of civil construction estimating experience
- 3–5+ years in a lead or senior estimating role
- Strong background in underground utilities and public works (California experience required)
- Proven success winning public agency bids (municipal, county, utility districts, etc.)
- Strong ability to read and interpret civil plans, specs, and geotechnical reports
- Experience with estimating software such as HeavyBid, Sage/Timberline, or similar
- Knowledge of California prevailing wage and public contract requirements
- Detail-oriented with the ability to meet strict bid deadlines
