What you'll do as a Procurement Manager:
- Establish an overall Procurement Department and strategy which identifies, prioritizes, evaluates, and manages procurement needs and opportunities.
- Assist in managing the daily operations of the Supply Chain Team and procurement staff on field projects.
- Provide coaching and mentoring for staff delegated authority to perform procurement functions.
- Perform procurement functions for goods and services for the Estimating Department.
- Maintain knowledge of Federal Import/Export regulations, Federal Acquisition Regulations and MSH's compliance with the regulations to coach/train staff and ensure compliance.
- Support the coordination of procurement-related meetings and training sessions.
- Assist in communicating updates and directives to the procurement team.
- Manage and oversee completion of tasks performed by Procurement staff.
- Lead business review meetings with all project procurement staff to review compliance and implement improvements and best practices.
- Develop compliance indicators for field project procurement. Track and report against performance.
- Maintain appropriate inventory levels of materials and coordinate storage at Field Offices.
- Coordinate and report inventory levels with the Accounting Department.
- Build and maintain relationships with material and vendors.
- To be 18 years of age or older
- Authorization to work in the United States for this company
- Bachelor's Degree or equivalent related experience
- 5+ years' experience in procurement required.
- Demonstrated experience with US Government acquisition management.
- Knowledge of global sourcing and procurement strategies, tactics, processes, procedures, and systems.
- Experience in development of policies and procedures
- In-depth knowledge of federal procurement regulations and USAID regulations
- Experience supervising staff
- Negotiation skills

- Ability to lead in the face of complexity in a fast-paced and time-sensitive environment.
