Job Description and Duties
Under general supervision of the General Ledger (GL) Accounting Administrator I (Supervisor), the Accounting Officer (Specialist) performs a variety of accounting duties within CalRecycle’s AFITS/ Accounting/Fiscal Operations Section/GL Unit.
The position is responsible for General Ledger activities, including analyzing fund activity for accuracy, preparing and posting journal entries, and reconciling accounts such as appropriations, clearing accounts, and interfund transfers between funds. The incumbent monitors cash and appropriation balances, reviews daily cash reports and outstanding items, and assists with monthly and year-end processes, including generating reports after closing, completing fund reconciliations, and preparing the Personal Activity Sheet (PAS) for labor costs.
These responsibilities require knowledge of governmental accounting principles, the Uniform Accounting System, and proficiency in FI$Cal to ensure compliance with the State Administrative Manual (SAM), Public Resources Code (PRC), and other applicable requirements. The incumbent may also provide support to other accounting functions during peak workload periods or special projects, as directed by management.
This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1st, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Demonstrated comprehensive experience in state or private sector accounting functions.
- Demonstrated knowledge on year-end process and/or completing financial statements
- Demonstrated ability to collaborate closely with all levels of staff within the department, as well as control agencies.
- FI$Cal experience (or other similar accounting system)
- Knowledge and/ or understanding of policies and regulations; understanding of state fiscal policy, Uniform Codes Manual (UCM), the State Administrative Manual (SAM), the Manual of State Funds, business law, and government code
- Demonstrated General Ledger or System knowledge (i.e., posting Journal Entries, reconciliations or pulling reports from FI$Cal, etc.)
- Experience with Microsoft Outlook, Excel, Word and/or Adobe
- Quality application materials (no misspellings, no grammatical errors, included resume, complete application)
