Resilient Community Associate Planner
Job Description and Duties
Under direction of the Manager II, the Analyst II supports the Transformative Climate Communities (TCC) Program through outreach, technical assistance, program development, and grant implementation activities. The incumbent develops communication materials, assists applicants, conducts research, updates program guidelines, and participates in the programs Notice of Funding Availability and application review process. The position coordinates administrative tasks such as workshops, site visits, interagency collaboration, and ongoing monitoring of awarded grants. The Analyst II plays a key role in advancing SGC’s sustainability and equity goals by guiding applicants, supporting program operations, and ensuring effective project delivery.

Working Conditions
Persons appointed to this position must be reasonably expected to exert up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects with or without a reasonable accommodation. Involves sitting most of the time but may involve walking or standing for brief periods of time. Occasional/overnight travel up to 20% may be required.
Telework
This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of LCI under California Government Code Section 14200. The incumbent is required to report in-person and site-based four days per week. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with LCI policies.
CA residency
Candidates who reside outside of the State of California may be admitted to the job interview. However, upon job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Broad understanding of government functions.
- Broad understanding of grant applications and administration at the federal, state, and private levels.
Experience with developing materials, presentations, and tools to effectively communicate the program's objectives and requirements to diverse audiences.
- Experience in providing technical assistance and consultation to grant applicants and external groups.
- Ability to build and maintain relationships with awardees, consultants, stakeholder groups, community-based organizations, local governments, and regional agencies.
- Experience in engaging with diverse stakeholders and addressing their needs and concerns.
- Knowledge with grant programs and funding processes is important for effectively supporting grant applicants and optimizing their access to funds.
- Experience in working on initiatives related to community-based organizations, local governments, or regional agencies.
- Experience of project management, general planning and sustainable policy practice.
- Knowledge within affordable housing, transportation planning, urban greening, workforce development, sustainable energy development, environmental and resiliency planning is desired.
- Must have strong verbal and written communication skills. Must have an ability to communicate with a range of partners and stakeholders, including senior leadership, elected officials, community members, and tribe and tribal community members, and the general public.
- Must have strong analytical and research skills.
- Must be detail-oriented and organized.
- Must have a commitment to serving California’s diverse communities throughout the administration of the program. Must create a work environment that celebrates diverse backgrounds, cultures, and personal experiences.
- Must have an ability to travel and effectively participate in site visits, public workshops, and meetings up to 20% of the time. Occasionally will need to work on evenings, weekends, and holidays.

STATEMENT OF QUALIFICATIONS (SOQ)
ANALYST II
A Statement of Qualifications (SOQ) is required and must be submitted along with your State application (STD 678). The SOQ discusses how applicants’ education and experience meet the evaluation criteria below and qualify them for the position. The SOQ documents each applicant's ability to present information clearly and concisely in writing. You must include specific examples, including the length of time of each statement of experience, addressing each evaluation criterion listed below . The SOQ must not exceed two (2) pages in length and be written in no less than 12-point font. Each evaluation criterion must be addressed separately and in order.
Resumes, letters, and other materials cannot substitute for the SOQ. The SOQ will be used solely as screening criteria for the hiring interview and will not be used for examination.
1. Describe your relevant policy analysis, project management, community planning, and research and/or evaluation experience related to climate resilience, community resilience, or environmental justice.
2. Describe your outreach and community engagement experience—especially as it pertains to under-resourced or underserved communities and tribal populations, and your roles and/or functions you perform.
3. Describe your experience in program development, grants management, and/or contract management. How have you provided guidance to grantees and/or contractors to ensure successful implementation.
