It is the mission of the Community Care Licensing Division to promote the health, safety, and quality of life of each person in community care through the administration of an effective, collaborative regulatory enforcement system.

The core mission of the Child Care Program is to ensure the health and safety of children in care. The Child Care Program strives to provide preventive, protective, and quality services to children in care by ensuring that licensed facilities meet established health and safety standards through monitoring facilities, providing technical assistance, and establishing partnerships with providers, parents, and the child care community.

Working Conditions

This is an office-centered position; however, occasional telework may be permitted.

Use of a computer for several hours a day which involves sitting most of the time but may include walking or standing for brief periods. Attend meetings, workshops and training associated with job duties. Work hours and schedules may vary.

This position is eligible for hybrid work in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

Please note: Regular commute is not compensable.

The SOQ will be your first interview for this position. If your qualifications are competitive, you will be invited to an on-site interview. The SOQ should be no longer than two pages, single-spaced, in 12-point font and in question and answer format. Please provide answers to the following questions to the best of your ability:

2. As a Licensing Program Manager, you are expected to maintain a high-level of quality, quantity, and timely submissions for your own work as well as your staff’s work. Explain how you would accomplish this and remain accountable to management?
3. Tell us about your experience working with reluctant staff and how you gained their cooperation to complete a task.

This position is subject to fingerprinting clearance by the Department of Justice.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.
