Job Summary
Under the general direction of the Payroll and Benefit Services Division Chief, Supervisor II, the Supervisor I (Sup I) plans, organizes, and directs the human resources activities related to transactions, as well as the activities related to medical industrial and nonindustrial leaves. The Sup I supervises staff performing Human Resources Transactions, including but not limited to, payroll processes, benefits administration, appointments, and appointment changes. The incumbent is expected to provide a high level of guidance and exceptional customer services on complex human resource related issues, and demonstrate the highest degree of skill, knowledge, and poise. Will serve as the Department’s subject matter expert in interpreting and applying laws, rules, policies, and procedures as they relate to payroll, personnel, leave, benefit transactions, and medical leaves.

Working Conditions

Hybrid Telework : This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Conflict of Interest : This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience organizing and establishing workload priorities in a high volume, fast-paced environment.
  • Experience assigning and tracking assignments through completion.
  • Ability to research and provide recommendations to upper management on a variety of Pay and Benefits topics.
  • Knowledge of employment laws, rules and regulations; civil service laws, rules and regulation; as well as State and Departmental policies and procedures.
  • Ability to interpret and apply rules and regulations objectively and consistently.
  • Knowledge of the State Controllers (SCO) systems and processes.
  • Ability to communicate professionally and effectively both verbally and writing.
  • Ability to use good judgment and make sound decisions.
  • Ability to research, analyze, evaluate information, and take effective action.
  • Detail oriented, organized, self-motivated, with outstanding time-management skills.
