Position Summary

The University Bursar is responsible for the management of the cashiering, student billing/accounts functions, and collections functions within the University Bursar's Office and oversight of the SDSUCard Office within the Division of Business and Financial Affairs. This includes the customer service areas as well as the back-office functions related to cashiering, student billing, third-party billing, financial aid disbursement, student refunds, and collections. This University Bursar also provides coordination and acts as a liaison between the University Bursar's Office, Student Financial Center, campus departments, and vendors who provide services within the department. Responsibilities of the University Bursar include but are not limited to:

  • Manage, lead, and inspire the University Bursar's Office team, including mentoring, goal setting and monitoring, honest and clear regular feedback, career development, and coaching.
  • Represent the University Bursar's Office at meetings and on committees within the institution and at outside events. Act as a liaison to departments in the University. Coordinate with offices on campus for cashiering and other student account-related services. Maintain close communication with the Office of Financial Aid and Scholarships, Student Financial Center, and Enrollment Services.
  • Coordinate and collaborate with the Student Financial Center to facilitate a one-stop shop experience for students and parents.
  • In conjunction with the managers/lead staff in the University Bursar's Office and other stakeholders, develop and document policy and procedures to ensure compliance with regulations.
  • Ensure that main cashiering and the satellite cashiering areas are complying with PCI Security standards along with campus policies and procedures related to cashiering, acceptance of credit cards, record retention, area security, etc. to safeguard funds collected.
  • Oversee student billing/statement/disbursement/collection processes, and Installment Plan Programs for Tuition and Fees.
  • Work with Vendors and campus departments when new money-handling processes or collections are developed. Serve as the contact for the bank or other vendors on problems related to cashiering operations and deposits. Investigate issues with Credit card processors or banks when problems occur.
  • Oversee Transact, ASCOT, PeopleSoft Campus Solutions, and ECSI system problem resolution.

This is a full-time (1.0 time-base), benefits eligible, permanent/probationary position. This position is designated exempt under FLSA and is not eligible for overtime compensation. Standard SDSU work hours are Monday - Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs.

The individual hired into this role will work on campus at SDSU in San Diego.

Department Summary

The Division of Business and Financial Affairs (BFA) is at the heart of some of the larger projects on campus in recent years, including the construction of Snapdragon Stadium, as well as the implementation of my.SDSU on campus. As part of BFA, the Department of Financial Operations is responsible for the financial and budgetary controls and procedures of the University and is directly responsible to the Vice President for Business and Financial Affairs. The Associate Vice President for Financial Operations has responsibility for Budget and Finance, Audit and Continuous Improvement, Shared Services, and the University Controller's Office, which includes the University's Bursar Office, Accounting Services, Financial Reporting, and Financial Systems Management and Analysis.

The University Bursar's Office is a customer service-oriented group that interacts with students on a regular basis. The University Bursar is responsible for University cashiering operations, student billing, and collections, the student direct deposit process, campus fee reporting and reconciliation and check printing. Collections and a portion of the fiscal recordkeeping for various loan programs also fall under the responsibility of the University Bursar's office. The University Bursar is also the liaison with the Student Financial Center and the Financial Aid Office, which all work together to ensure our students' financial transactions are properly processed.

The SDSU Card office is the sole source of the official SDSU ID required for every SDSU community member, as well as guests (e.g. contractors working on campus projects). The SDSU Card office produces the photo identification cards and is also responsible for the timely collection, processing, and maintenance of data that supports campus banking and debit functions which includes accounting for transactions and the verification of functions. In addition, the SDSU Card Office is responsible for the procurement, installation, maintenance, and repair of all the hardware and much of the network infrastructure supporting these systems. There are over 200 locations on campus where an SDSU Card is used for either payments, authentication or tracking.

Education and Experience

  • Bachelor's degree and a minimum of five years of progressively responsible experience that includes thorough knowledge of financial record-keeping methods, cash-handling protocol, collection procedures, and other financial practices
  • Two years of experience supervising and training employees
  • Experience in a customer service environment

Preferred Qualifications

  • Master's degree in Business Administration, Public Administration, or related field
  • Knowledge and understanding of public higher education or similar environment
  • Experience using integrated enterprise cash receipt and accounts receivable/customer account software or similar system
  • Experience using PeopleSoft
  • Knowledge and understanding of student account services, cashiering, financial aid, customer service, and collections processes, procedures, rules, and regulations

Compensation and Benefits

San Diego State University will offer a competitive salary based on the qualifications and experience of the selected candidate. San Diego State University also offers a rich benefits package that includes:

Anticipated hiring range: $110,000-$120,000
