Assistant Deputy Director, Portfolio Management and Compliance
Job Description and Duties
Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Division of State Financial Assistance (DSFA) Deputy Director, the Assistant Deputy Director of Portfolio Management and Compliance provides executive leadership over HCD’s asset management, portfolio restructuring and compliance functions, as well as the Division’s oversight of the Office of Migrant Services Program and other operations responsibilities. The incumbent guides the long-term financial health, regulatory compliance, customer-focused service delivery, and operational efficiency of California’s multifamily affordable housing portfolio through leadership of the Division’s portfolio analytics, performance and risk management, and reporting strategy to support enterprise decision-making. The Assistant Deputy Director ensures consistent interpretation and implementation of laws, regulations, and policies; promotes transparent communication and collaborative problem-solving with internal and external partners; and supports the Division and Agency in advancing innovative, solution-oriented practices grounded in metrics, analysis, and evaluative learning that strengthen performance and uphold the mission of promoting affordable housing and community development for Californians. In limited cases, at the Department’s discretion, an employee may be approved to work in a remote centered capacity on a temporary basis until appropriate office space becomes available. Under California Government Code Section 14200, telework eligible employees must reside in California. The designated headquarters location will be based on the employee’s primary residence and may be updated if HCD criteria are met.

HCD Disclosure Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience providing executive-level policy interpretation, guidance, and regulatory compliance determinations for complex affordable multifamily housing portfolios, including programs with layered financing and varied regulatory agreements
- Experience leading large, multidisciplinary teams responsible for asset management, monitoring, audits, compliance, or financial stewardship in a high-volume statewide program environment.
- Experience designing or modernizing monitoring, compliance, or risk-management procedures that promote transparency, consistency, customer service, and adherence to laws, regulations, loan agreements, and regulatory contracts.
- Experience applying Enterprise Risk Management concepts, financial analysis, or data modeling to assess portfolio health, forecast workload, or support policy and legislative recommendations.
- Experience sponsoring or directing technology modernization efforts, including integration of portfolio/asset management systems, compliance databases, analytics dashboards, or other digitization initiatives that improve data quality and reduce manual processes.
- Ability to provide strategic leadership during organizational, legislative, or programmatic change, including experience developing communication plans, change-management strategies, or divisional implementation roadmaps
- Ability to build and maintain effective, collaborative relationships with executives, senior management, program partners, local governments, State agencies, and stakeholders involved in affordable housing development, compliance, or preservation.
- Ability to present complex data, policy, or financial information clearly and concisely to executives, legislative staff, boards, external partners, or the public, including through visually compelling presentations or dashboards
- Demonstrated ability to mentor, coach, and develop staff and management teams to increase subject matter expertise, build capacity, and promote proactive problem solving.
- Strong organizational, analytical, and decision-making skills, including the ability to manage competing priorities, work under pressure, adapt to changing circumstances, and deliver timely, high-quality results.
