About this Role
The California Department of Human Resources (CalHR) Workforce Development Division is recruiting for a highly skilled and motivated individual to join our team. The Analyst III leads the Organizational Change Management function as part of the Statewide Organizational Development Program.

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least two (2) days per week. Beginning July 1, 2026, employees will be required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.
Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours. Please note that the salary ranges listed in this Job Control may not reflect these reductions associated with the 2025 Personal Leave Program. Merit Salary Adjustment (MSA): Every 12 months, based on performance, employees may receive a 5% salary increase until they reach the maximum salary for the position.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience and/or education in organizational development (e.g., organizational change management, process improvement, business planning, etc.)
- Working knowledge of human resources and labor relations laws, rules, policies, and practices
- Strong written communication skills and experience in writing and editing technical guidance, presentations, and developing training and tools/job aides
- Ability to remediate materials and ensure they meet accessibility requirements for distribution (e.g., posting to a web page)
- Ability to manage web page content (non-technical), Teams channels, distribution lists, and resources in a repository/library Ability to schedule, organize, and produce virtual, hybrid, and in-person workshops (e.g., producer role behind the scenes)
- Strong verbal communication skills and experience, including providing subject matter expertise, technical guidance, and delivering presentations (e.g., delivering training in a workshop format)
- Ability to collaborate with partnering organizations and work alongside practitioners within a community of practice (e.g., Organizational Development for California or similar)
- Experience with creating surveys, data collection, analysis, and reporting
- High degree of emotional intelligence, ability to be diplomatic, service-oriented, and collaborate well with peers, colleagues, managers, staff, and customers
- Can adjust well to changes in assignments, workload, and shifting priorities
