Human Resources Specialist (Benefits)
GENERAL PURPOSE Under the general direction of the Human Resources Manager, the Human Resources Specialist - Benefits (“Specialist”), organizes and performs comprehensive benefits management as well as the day-to-day operations of the Agency's group benefits programs including medical, dental, short/long term disability, life insurance, pension and 457 retirement plans, and others.
DISTINGUISHING CHARACTERISTICS The Specialist organizes and coordinates all benefit programs and services and collaborates with others to ensure the effective integration and delivery of services on an Agency-wide basis. The incumbent is responsible for implementing and managing programs, policies and procedures consistent with the Agency's and department's business goals and objectives, as well as performing other functions determined to be essential for the role. The incumbent is expected to provide sound professional consultation to Agency employees on benefit programs.
Minimum Qualifications
QUALIFICATIONS Education: AA in Human Services, Social Sciences, Psychology, or similar or related field. Bachelor's degree preferred. Significant and substantive experience in Human Resources and benefits management and administration in lieu of education will be considered. SHRM certifications such as Professional in Human Resources (PHR), Certified Employee Benefits Specialist (CEBS), or similar certifications provided through SHRM or HRCI preferred.
Experience: Required: At least 3 years' experience with increasing responsibility in benefits administration, implementation, or management. Preferred: Experience in a public agency or sector, and/or transit authority, and a union environment, as well as working with public pension third-party administrators and CalPERS.
Education: Required: High school diploma or foreign equivalent Preferred: AA or higher in Business Administration, Social Sciences, or other related field.
Other Requirements:
- Demonstrated competency in producing written materials, manuals, SOP and other supporting documentation.
- Demonstrated competency is conducting one-on-one consultations and group meetings and presentations.
Job Type: Full-time
Pay: $55,132.00 - $71,671.00 per year
