POSITION SUMMARY

This position directs program operations of the Workforce Development Program. This person must oversee and actively coordinate the implementation of policies established by the Director of Operations schedule time for public and community relations and provide executive level personnel support. As a Workforce Development Manager, this role will play a vital role in designing and implementing programs and strategies to enhance the skills, knowledge, and productivity of the workforce within the American Indian/Alaskan Native community. The objective will be to empower clients with the necessary skills and resources to meet goals and promote career development.

ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES
  • Establish organization development activities

  • Able to manage and oversee multiple site locations

  • Maintain data collection and prepare relevant reports and develop special projects

  • Build relationships or strengthen partnerships with Workforce Boards, Chambers of Commerce, Businesses, and other areas directly connected to the workforce development

  • Monitor and adapt to ecnomic changes and prepare workforce needs accordingly

  • Resource and program development of Workforce Development department including proposal writing, development of internship training program, and other activities

  • Assist in development and management of departmental budgets

  • Maintain and update program policy and procedures in accordance to all licensing, certification, and accreditation standards

  • Prepare necessary reports for local, state, federal and private funding entities

  • Supervise Workforce Program staff to ensure employment services are appropriately provided to the American Indian community and other customers

  • Research, locate and prepare private and public applications for additional funding necessary to support and expand the Workforce Development Program

  • Coordinate and provide necessary enhancement training to Workforce Development staff

  • Responsible for coordinating with external service providers to develop, implement and maintain agreements to share services and space for the improvement/enhancement of services provided to UAII customers

  • Responsible for documenting all administrative and program efforts

  • Accountable for in-house monitoring of all case files and actions maintained and engaged in by the Workforce Development Program staff

  • Participate in weekly Workforce Development Program team meetings

  • Adhere to agency policies and procedures and advances the goals of UAII in a manner that embodies the agency’s philosophy

  • Maintain strict confidentiality of client and personnel information

  • Ensure that staff has direction, training and support needed to perform their jobs

  • Keep Director of Operations informed regarding activities, pending issues and potential problems

MINIMUM QUALIFICATIONSQualifications:
  • Responsible and able to exercise a high level of judgment, accept supervision, and exercise a high level of accuracy and organization; maintain strict confidentiality; and communicate and deal effectively with people in a professional and courteous manner.

  • Responsible and able to comply with all applicable federal, state, or municipal laws, statues, or ordinances.

  • Knowledge of and/or sensitivity to the needs of the American Indian community/culture.

  • Demonstrated ability to work with professional and lay volunteers.

  • Willingness to learn new skills and participate in training sessions relevant to the position and corresponding health/mental health issues.

Education &
Experience:
  • Master's degree in Social Sciences, or a combination of education, training, and experience in the Human Services field equivalent to four years, preferably in employment placement.

Certifications:
  • Valid CA Driver’s License

  • Automobile Insurance

Confidentiality:
  • Maintain strict confidentiality of client and personnel information adhering to HIPAA, professional codes of conduct, State of CA regulations, Privacy Act, trade secrets, and UAII policies and procedures.

Communication/ Interpersonal Skills:
  • Proven ability to manage own behavior to successfully navigate work relationships and social complexities to achieve department and organizational goals

  • Possess the ability to communicate with others in a courteous and professional manner

  • Demonstrated ability to train, coach, mentor, and motivate all levels of staff

  • Excellent oral and written communication skills

  • Proficient in English

  • Proficient in Tribal language a plus

Technology Skills:
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint)

  • Working knowledge of Google (Mail, Calendar, Drive, Meets)

  • Working knowledge of Zoom or similar meeting platforms

Other:
  • Available and willing to travel as needed

  • Available to work evening and weekend hours as needed

POSITION PREFERENCES
  • Experience working with the American Indian/Alaskan Native community

  • Knowledge of Indian Self-Determination and Education Assistance Act (Public Law 93-638)

  • Experience working with nonprofit organizations, community groups, and performance-based government contracts

  • Community Leader a plus

Physical demands:The physical demands described here represent those that an employee must meet to perform the primary functions of this job successfully. While performing the duties of this job, the employee is required to stand, walk frequently, sit, bend, twist, talk, and hear. There are prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and move up to 25 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with staff and vendors.

Mental demands:There are several deadlines associated with this position. The employee must multi-task and interact with various people on various and, at times, complicated issues.
