THE POSITION
The main role for this position of Cybersecurity Analyst I/II will focus on Cybersecurity. The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.
DEFINITION
Cybersecurity Analyst I: Under general supervision, provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to assisting Network Administrators with items relating to the Network Administrator position.
Cybersecurity Analyst II: Under limited supervision, provides advanced level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to aiding other Network Administrators with items relating to the Network Administrator position. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability.
Positions in the Cybersecurity Analyst II classification are flexibly staffed and normally filled from advancement from the Cybersecurity Analyst I class, or when filled from the outside, require specific cybersecurity technology experience. Appointment to this class requires the employee to be performing substantially the full range of Cybersecurity Analyst II duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s security systems and solutions.
EXAMPLES OF DUTIES
Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure; designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications; analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both on-premises as well as in the cloud; confirms viable backups, test, maintains and monitors both on-premises and within the cloud; works closely with other government agencies, law enforcement, and external cybersecurity vendors to stay updated on emerging threats and response strategies. Performs other duties as required.
MINIMUM QUALIFICATIONS
Knowledge of:Network security, threat detection, and incident response; common cyberattack methods such as phishing, ransomware, and malware; security tools like firewalls, intrusion detection systems (IDS), and encryption technologies; government regulations, data protection laws, and compliance frameworks (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.) is essential, as is the ability disaster recovery planning and maintaining cybersecurity policies tailored to local government infrastructure is critical for ensuring the safety of sensitive public data and services.
Ability to: quickly respond to and mitigate cyber threats; analyze vulnerabilities specific to public sector environments. collaborate with internal teams and educating non-technical staff about security best practices; manage multiple tasks and prioritize threats is essential, as well as a keen attention to detail when conducting audits or reviewing security logs; adapt to evolving cyber threats and continuously update knowledge of emerging technologies and attack methods; think critically under pressure, especially during security breaches or system outages. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.
Experience:
Cybersecurity Analyst I: A minimum of 2-3 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.
Cybersecurity Analyst II: A minimum of 5 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.
Education:
Cybersecurity Analyst I: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.
Cybersecurity Analyst II: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.
License: Possession of a valid Class C California Driver License.

- No coverage: $500.00 (for employees hired after January 31, 2020)
- No coverage: $1180.00 (for employees hired before January 31, 2020)
- Employee Only: 100% of the CalPERS Kaiser Bay Area medical premium (for employees hired before January 1, 2020, the employee only cafeteria allowance shall remain frozen at $1330.00 per month until it equals the employee only Kaiser rate.)
- Employee +1: 95% of the CalPERS Kaiser Bay Area medical premium.
- Employee +2: 95% of the CalPERS Kaiser Bay Area medical premium.
Mandated:
Dental/Orthodontia (Eff. 01/01/2025) - Employee pays full premium: $125.34/mo.
Maximum Annual Dental Benefit: $1,500 Non-PPO/$1,600 PPO
Maximum Lifetime Orthodontia Benefit: $2,000
City-sponsored Short/Long Term Disability – The employee pays the full premium of $35.00/mo.
City-sponsored Group Term Life (Eff. 04/01/2021) – Employee pays full premium ($0.235 per $1K). Coverage varies from $25K-$40K. Majority at $25K.

Optional:
Medical: PERS basic health plans offered and employees may purchase coverage with remaining monies after mandated purchases. If total monthly health premium exceeds amount of any remaining monies, employee pays difference via payroll deduction. Unused monies from applicable monthly amount are applied to wages.
Additional Term Life Insurance - Available in $10,000 increments between $1K and $750K not to exceed 5 times Annual Earnings for member. Also available for spouse and children. Rates vary depending on age of the employee.
Voluntary Vision – Superior Vision offers coverage for exams and frames & lenses or contact lenses. Monthly premium varies from $8.14 for an Employee Only plan to $28.40 for an Employee + Family plan.
- Vision Reimbursement Program - Employees and their dependents are eligible for a maximum reimbursement of $200.00 per year for frames or lenses.
IIRETIREMENT - PERS 3% At Age 60 for classic members and 2%@62 for new members per the Public Employee Pension Reform Act of 2013
3% @ Age 60 for Classic Members Effective 01/01/2013; Third Level of 1959 Survivor Benefit, One Year Final compensation, annual cost of living allowance (3%); Pre-Retirement Optional Settlement 2 Death Benefit.
2% @ Age 62 for New Members Effective 01/01/2013; Three Year Final Compensation
Employer contribution: 38.83 % effective 07/01/24
Employee contribution: 8.00% for Classic Members and New Members
Employee shall pay an additional 0.75% towards the employer share of the PERS contribution.
The City pays 0% of employee contribution. In lieu, the City provides 414h, a one-time, irrevocable option for employee to elect to have his or her mandated PERS member contribution picked up by the City. Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis.
Effective 7/1/2008, a retiring employee shall place 100% of eligible Sick Leave Cash Out into the City sponsored Retiree Health Savings Account. Sick leave cash out is eliminated for all employees hired after July 1, 2020.
III. Retiree Health Benefits
The retiree health benefit for all employees hired on or after November 14, 2022 shall be limited to the PEMHCA minimum.
For employees hired on or after November 14, 2022, the City shall contribute $50 per month to the current Mission Square retiree health savings account.
IV. HOLIDAYS - 12 paid holidays per year**
V. SICK LEAVE - Full-time employees accrue sick leave at the rate of 12 working days/year. Pay out is 1/2 of employee’s total accrued sick leave hours (up to 1600 hours) and applies ONLY at retirement, death, or abolishment of position. (for employees hired before July 1, 2020)

VII. UNIFORM –
Per Resolution 22-219 effective January 1, 2023, for employees who are required to wear a uniform, the City will report to CalPERS a $35.00 uniform allowance per pay period as compensation subject to retirement contributions for employees in classic retirement tiers. Payroll has the list of Misc/Unrep employees required to wear uniforms.
VIII. MILEAGE – Effective January 1, 2025 reimbursement rate is 70 cents per mile.
