Job Description and Duties

The CalEPA Office of the Secretary (OOS) Border, Equity, Environmental Justice, and Tribal (BEET) Intergovernmental Relations and Environmental Justice and Equity units provides guidance on matters involving border, tribal, equity, and environmental justice affairs for CalEPA and its boards, departments, and offices (BDOs). The Border, Equity, Environmental Justice, and Tribal (BEET) team works collaboratively internally and externally across sectors BDOs and agencies to provide equitable environmental outcomes for California’s most vulnerable communities and tribes.

Under the general direction of the Deputy Secretary for Intergovernmental Relations and the Deputy Secretary for Environmental Justice and Equity, the Intergovernmental Relations Analyst will perform the more responsible, varied, and complex technical analytical staff services assignments such as program evaluation and planning; policy analysis and formulation; systems development; grant management for CalEPA's Environmental Justice Small Grants and Environmental Justice Action Grants; and continually provide advice and consultation to CalEPA's management team, agency liaisons for border and tribal affairs, or others. The incumbent will coordinate border, tribal, federal, and grant management work at CalEPA.

The Intergovernmental Relations Analyst will work on a broad range of governmental and managerial problems that may be interdisciplinary and cross-sector, alongside state, local, tribal, community, and international partners. Incumbent may be assigned to work as a field representative in complex and controversial intergovernmental affairs at the state, local, or international levels. Incumbent conducts and/or reviews analytical studies and surveys relevant to issues under CalEPA's purview that impact border relations, tribes, and community and tribal grantees; develops procedures, policies, and program alternatives to help CalEPA improve its functions and relationships with intergovernmental partners, CalEPA grantees, and stakeholders; makes recommendations on a broad spectrum of administrative and program-related issues that arise in the context of tribal and border affairs or grant management; reviews and analyzes proposed legislation and policies and advises CalEPA's management team on their potential and actual impact; coordinates the efforts of representatives of various governmental agencies on larger interagency projects relevant to tribal affairs, border relations, and grantmaking; represents CalEPA as assigned; and performs other related duties.

The Intergovernmental Relations Analyst will assist the Deputy Secretary for Intergovernmental Relations to fulfill direction of Executive Orders B-10-11, N-16-22, the CalEPA Tribal Advisory Committee Charter, Assembly Bill 3021 (Núñez, Statutes of 2006).

This position requires regular in-state travel. It requires in-person or in-office work four days a week, and is eligible for telework one day per week.

Essential Functions

  • 20% Prepare and analyze reports, advise management on potential impacts, formulate procedures, policies, and program alternatives, conduct and/or review analytical studies and surveys on activities related to the California-Mexico Border and California Native American Tribes.
  • 20% Support CalEPA’s Deputy Secretary for Intergovernmental Relations in logistics, facilitation, material development, report preparation, recordkeeping, and communications for meetings associated with CalEPA’s tribal and border affairs, including but not limited to meetings of the California-Mexico Border Relations Council, CalEPA’s Tribal Advisory Committee, and CalEPA’s Tribal Liaisons and Border Contacts.
  • 20% Work with the Deputy Secretary for Intergovernmental Relations to identify, develop, and implement programs and activities that support and enhance cooperation on the environment between the State and Mexico at the border and the State and California Native American Tribes, in coordination with CalEPA’s six boards, departments and offices, and other state, local, and federal partners.
  • 20% Work within the BEET unit, including with the Deputy Secretary for Environmental Justice and Equity, as well as with CalEPA and BDO administrative and legal staff, to ensure the smooth operations of CalEPA's grant programs, including tracking grantee progress, reviewing and drafting grant guidelines and contracts, and facilitating workshops for community and tribal participants to launch each round of grants.
  • 15% Work collaboratively within the Border, Environmental Justice, Equity, and Tribal (BEET) unit, including with the Deputy Secretary for Environmental Justice and Equity, to ensure coordination of overlapping and parallel efforts, as well as internal and external communication of this work. Comply with administrative reporting requirements.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Environmental Protection Agency (CalEPA) current telework policy. While the CalEPA may support telework, some in-person attendance is also required.

The positions at the CalEPA may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Commitment to and experience in working with tribes are highly desired. Strong writing and interpersonal skills are highly desired. The ability to work effectively with staff and executive-level officers and their deputies from CalEPA agencies, agencies outside CalEPA, intergovernmental partners, and other stakeholders are important. Competitive candidates must be highly motivated, self-starting, enthusiastic, demonstrate initiative, and able to balance and prioritize work among multiple concurrent projects and issues.
