An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.This opportunity applies to applicants legally eligible to work in the United States.Qualifications:BA/BS Degree in Environmental Science, Civil Engineering with minimum additional experience of 15 year(s) in environmental site restorationThorough technical knowledge of environmental laws, regulations, and standards and how they are applied by various Federal, state, and local authorities. Knowledge of CERCLA, RCRA, CWA, SDWA, FIFRA, TSCA, CAA, OSHA, and HUD Title X. Knowledge of base closure laws, regulations, and policies and practices and their applicability to site-specific circumstances at the Presidio or Fort Baker.Experience required with Windows, MS Word, MS ExcelDuties:Monitor and assess ongoing environmental cleanup actions on NPS property for statutory compliance and ensure that cleanup conforms to NPS policies and the General Management Plan Amendment. Oversee the Memorandum of Agreement with DOI, Presidio Trust, and Department of the Army. Provide field oversight of Trust or Army construction projects and interfaces between Trust or Army contractors and personnel, and NPS offices to coordinate projects and resolve issues. Develop environmental documentation for Presidio or Fort Baker properties in support of leasing and reuse programs. Provide technical support to other Presidio projects on environmental and compliance issues.Park Projects Support: Serve as Subject Matter Expert and/or Interdisciplinary Team Member on remediation projects within the Golden Gate National Recreation Area. Serve as Project Manager or Co-Project Manager on park remediation projects. Serve as project monitor to support environmental program Contracting Officer Representatives on Hazardous Material Surveys).40%CERCLA Support: Conduct Technical Review of Sampling and Analysis Plans. Conduct Technical Review of submittals. Develop Draft Fort Barry Landfill(s) Sampling Analysis Plan and Contracting Documents. Revise and expand Earth Materials Standard Operating Procedure.30%Lead and Asbestos Program Support: Develop initial SOW for Operations and Maintenance Plan Contract. Develop Scope of Work for building hazmat abatement. Assist park implementation of lead management program.30%Other:Required Certifications: OSHA Hazwoper 40 Hour health and safety training; EPA Asbestos Certificates (able to acquire on job)Overnight travel: Yes, about 1 week of travel from home to visit park, so 3-5 over nightsHealth and Safety Considerations: Park personnel will provide on the job and on the site training. Park staff (me) will explain potential site visit hazards in advance of site visit including discussion of park Safety Standard Operating Procedures and Job Hazard Analysis used to mitigate potential safety hazards. Park will train enrollee on ancillary safety issues associated with site visits (poison oak, ticks, sun exposure) etc. and means and measures used per park policy and practice to mitigate those hazards. Park will make available sunscreen and tecnu (poison oak ameliorant) for enrollee use.Required Safety Gear: As part of safety training, and in advance of site visit, park staff will inform enrollee that sturdy protective footwear (e.g. light boots, not sandals or flip fops) is required to conduct field work. If necessary, park will provide safety vest when site visit is in high traffic area.Safety Gear Use: ?Fieldwork will involve walking and stooping in confined spaces.
