Job Description and Duties

This position is eligible to telework up to three (3) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. This is subject to change based on operational need and/or future return to office orders. The successful candidate must reside in California upon appointment.

Under the direction of the Staff Services Manager II in the eMarketplace unit, within the eProcurement Business Intelligence Strategies Section (eBISS) of the Procurement Division’s (PD) Statewide Procurement Oversight and Support Branch (SPOS), the Research Data Specialist I (RDS I) supports the State’s eMarketplace system by conducting advanced analysis of Tier 1 support data, identifying service trends, evaluating system performance, and contributing to the development of business requirements and system enhancements utilizing Cal eProcure, Financial Information System for California (FI$Cal), service desk platforms, SharePoint, SQL Server, Power BI, SAS, R, and Microsoft Office Suite in order to ensure timely service, accurate system integration, and compliance with applicable procurement laws, rules, regulations, and policies.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year.

This position may require travel.

Special Requirements

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience in analyzing user inquiries, support tickets, and system data to identify service gaps, enhance resolution workflows, and facilitate integration between procurement and financial platforms.
• Business requirements and testing support involve gathering business needs, drafting system requirements, and participating in testing activities such as User Acceptance Testing (UAT) to validate updates and ensure reliable system performance.
• Ability to develop clear, user-friendly documentation, job aids, and training resources that support help desk operations, promote consistent handling of inquiries, and improve overall service quality.
• Demonstrated collaboration skills with experience partnering across teams and with external stakeholders to validate data, exchange insights, and contribute to system enhancements that support procurement goals and improve user experience.
