Network Administrator
Job Description and Duties
Under the direction of an IT Supervisor II, the incumbent serves as a Network Administrator in the Network Operations and Client Services Domains. The incumbent is based in the Sacramento Headquarters office and provides statewide network engineering support and leadership for Caltrans business operations.
MAJOR FUNCTIONS:
The incumbent works collaboratively with management and staff to provide leadership for the administrative and technical support for the Wide Area Network (WAN), Local Area Network (LAN), Metropolitan Area Network (MAN), telecommunications, Domain Name System (DNS), Voice and Data network convergent technologies, load balancers, network switches, routers, firewalls, access control appliances, wireless controllers and access points, network monitoring and managements systems, etc. The incumbent performs complex activities of the System Development Life-cycle which includes systems: analysis, design, build, test, maintenance and operations. Additionally, the incumbent provides lead support for all phases of network device life cycle management including procurement, deployment, installation, configuration, maintenance and operations, and surplus. The incumbent provides training in the configuration and use of network technologies. The incumbent collaborates with peers and management to update and recommend standards, processes and procedures, and technology practices. The incumbent tracks, monitors, and audits IT assets to maintain accountability using standard asset management tools and techniques in compliance with the State Administrative Manual and other applicable policies and regulations. The incumbent also performs functions including, but are not limited to, researching, writing, reporting, presenting, etc.

Working Conditions
Position located at 1120 N Street, Sacramento, Sacramento County.
Multiple positions may be filled from this recruitment. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate. If not working remotely, the employee will work in a climate-controlled office under artificial lighting using a personal computer. The employee may be required to work for extended periods of time in a computer room that maintains an approximate temperature of 70 degrees. The employee may be required to travel. When available, a State vehicle will be provided. Possession of a valid driver’s license is required when operating a State owned or leased vehicle. If the employee utilizes their own personal vehicle, they may be reimbursed for travel expenses. Some weekend or after-hours may be required. The employee must carry a cell phone and respond to calls after hours.Special Requirements

The Statement of Qualifications (SOQ) serves as
documentation of each applicant’s ability to present information clearly and concisely
in writing. Please follow the instructions below; failure to include and

- What education and professional experience prepared you to manage enterprise networking, network access points, telecommunications, and infrastructure operations in a large, complex organization?
- Provide an example of a complex technical issue you encountered involving network infrastructure, security, or system availability. What was your role, how did you resolve the issue, and what was the result?
- Describe your approach to delivering excellent internal customer service and collaboration in a multi-team IT environment. Include an example that demonstrates your communication and leadership in solving a cross-functional challenges.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience managing, configuring, and troubleshooting enterprise-level networks, including routers, switches, firewalls, VPNs, and wireless systems (preferably Cisco devices).
- Strong knowledge of network protocols (TCP/IP, DNS, DHCP, BGP, OSPF, VLANs, etc.).
- Hands-on experience with network monitoring and diagnostic tool
- Ability to design, implement, and document network changes following best practices.
- Strong troubleshooting, analytical, and problem-solving skills.
- Ability to manage projects, prioritize workload, and meet deadlines with minimal supervision.
- Effective written and verbal communication skills for technical and non-technical audiences.
- Relevant certifications, such as CCNA/CCNP, Network+, Security+, or equivalent experience.
- Ability to work flexible schedules and perform effectively in a remote environment
