Under the administrative direction of the Deputy Director, Labor Data and Compliance Branch (LDCB), the Chief plans, organizes, directs, and evaluates the administrative and investigative activities performed by employees of the Employment Development Department’s (EDD) Investigation Division (ID). The Chief provides executive oversight and policy development for a specialized law enforcement operation. This statewide law enforcement operation is responsible for: enforcing the provisions of the California Unemployment Insurance Code and other applicable State and federal laws; preventing, detecting, and investigating allegations of internal and external fraud against the Unemployment and Disability Insurance, Employment Taxes, and other EDD programs; collaborating with local and federal attorneys in the successful prosecutions of criminal cases; investigating allegations of violence and/or threats of violence against EDD employees; and working with ID’s Supervising Criminal Investigator II to ensure that ID investigators adhere to Peace Officer Standards and Training (POST) mandates, and the Peace Officer Bill of Rights.

The ID Chief coordinates anti-fraud activities within EDD by collaborating with departmental programs and independent oversight entities, business partners including federal, State, and local law enforcement agencies, and prosecutors in fraud prevention, detection and deterrence activities. The incumbent may represent the LDCB in the absence of the Deputy Director.

The EDD's ID is a POST participating agency. For this position, the successful completion of the POST certified Regular Basic or Specialized Investigators' Basic course is preferred. The selected candidate with POST certification needs to successfully complete the ID's Investigator Field Training Program within one year of appointment and the continuing professional training (CPT) of 24 or more hours of POST-qualifying training during every two-year CPT cycle, based on a permanent CPT anniversary date. Working Conditions

The position exists in Sacramento, however, candidates who reside in California are encouraged to apply. Travel to the headquarters in Sacramento may be required.

Special Requirements

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Special consideration will be given to candidates that have POST certification., Candidates with POST certification are subject to meeting all the below peace officer requirements.

  • Citizenship Requirement: Pursuant to Government Code Section 1031(a), in order to be a peace officer, a person must be either a U.S. citizen or a permanent resident alien who is eligible for, and has applied for, U.S. Citizenship. Any permanent resident alien who is employed as a peace officer shall be disqualified from holding that position if his/her application for citizenship is denied.
  • Felony Disqualification: Pursuant to Government Code Section 1029, persons convicted of a felony are disqualified from employment as peace officers except as provided under Welfare and Institutions Code, Division 2, Chapter 3, Article 8, Section 1179(b), or Division 2.5, Chapter 1, Article 4, Section 1772(b). Except as provided for by these statutes, persons convicted of a felony are ineligible to compete for, or be appointed to, positions in this class.
  • Firearm Conviction Disqualification: Anyone who is restricted for employment-related purposes from accessing, possessing, carrying, receiving, or having under his/her control a firearm or ammunition under all applicable state or federal laws is ineligible for appointment to any position in this classification.
  • Age Limitation: minimum age for appointment is 21 years.
  • Medical Requirement: Pursuant to Government Code Section 1031. persons appointed to a peace officer class shall undergo a medical examination to determine that he or she can perform the essential functions of the job safely and effectively.
  • Training Requirements: Under provisions of Penal Code Section 832, successful completion of a training course in laws of arrest, search and seizure, firearms, and chemical agents is a requirement.

The Statement of Qualifications (SOQ) serves as the examination for the CEA position.

Demonstrated experience in developing and maintaining cooperative working relationships with local, state, and federal law enforcement agencies and stakeholders, and ability to resolve intra-departmental or inter-agency disputes.   2. Demonstrated experience and knowledge in managing large scale law enforcement operations and field-based investigations and evaluating tactical and investigative tactics and training.   3. Describe how your leadership experience, education, and POST training has prepared you to effectively lead EDD’s Investigation Division.
