Job Description and Duties

The Industrial Strategies Division of the California Air Resources Board (CARB) is seeking a motivated and skilled Air Resources Engineer (ARE) to join the Fuels Specifications Section (FSS) within the Oil and Gas and Greenhouse Gas Mitigation Branch.

The FSS is responsible for developing and implementing California’s regulation to authorize 15% ethanol blending (E15) in gasoline, a major update to the state’s fuel specifications. The section also evaluates emissions and potential impacts of increased ethanol use, provides technical support for the Low Carbon Fuel Standard (LCFS), and supports other fuel-related programs across CARB divisions.

As an ARE in the FSS, you will apply your engineering expertise to support the development, implementation, and evaluation of regulations and policies that reduce air pollution and greenhouse gas emissions from fuels. You will analyze emissions data, evaluate engineering processes, conduct feasibility and cost-effectiveness assessments, and help design control measures for California’s fuel supply. This position offers the opportunity to work on high-profile regulatory initiatives, collaborate across CARB and with other agencies, and contribute directly to California’s clean air and climate goals.

In this role, you will:

• Perform engineering evaluations of data, processes, and emissions impacts associated with E15 and other fuels.
• Analyze technical data to inform development of regulations and control strategies for criteria pollutant and GHG emissions.
• Conduct studies and develop reports, presentations, and educational materials to support regulatory decision-making.
• Coordinate with CARB divisions, other state and federal agencies, industry stakeholders, and environmental groups on fuels-related programs.
• Support implementation of the E15 regulation and other oil and gas projects by applying engineering expertise to assess emissions and program impacts.

This position requires strong technical analysis skills, sound engineering judgment, and the ability to work collaboratively on complex regulatory programs.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

  • Education and/or professional experience in engineering, with a focus on chemical, environmental, petroleum, or related engineering fields.
  • Experience conducting engineering analyses, including feasibility, cost-effectiveness, and emissions evaluations.
  • Strong analytical and problem-solving skills, with the ability to evaluate technical data and translate it into policy-relevant findings.
  • Ability to prepare clear, concise, and technically accurate reports, correspondence, and presentations.
  • Excellent communication and interpersonal skills, with experience collaborating with stakeholders such as government agencies, industry representatives, and environmental groups.
  • Strong organizational skills, with the ability to manage multiple priorities and meet deadlines.
  • Familiarity with fuels production, distribution, or emissions impacts is highly desirable.
  • Willingness to travel occasionally for meetings, site visits, or workshops.
  • Possesses a driver license and maintain a good driving record.
