About this Role
Under the administrative direction of the Chief Deputy Director, the Chief, Information Technology Division functions as the Division Chief and Chief Information Officer (CIO) overseeing the planning, organizing, and coordinating of the work of the Information Technology Division (ITD), which provides IT services in support of the Department of Human Resources’ (CalHR’s) and the State Personnel Board’s (SPB’s) programs, strategic goals, and business objectives. The CIO serves as the principal policymaker for the Department’s IT programs and services, serves as a member of the Department's Executive team, and is the Chief IT policy advisor to the Executive Staff on all aspects of IT.

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. This is subject to change based on operational needs.

Special Requirements

Please respond to each question below and number your responses to correspond with each question. Responses should include specific and relevant examples drawn from your education, training, and/or professional experience. SOQs must not exceed three (3) pages in length and be formatted using a 12-point font.

  1. Describe your experience with overseeing the planning, organizing, and coordinating of IT services and support in a fast paced, diverse and innovative organization with high visibility and statewide impact.
  2. Provide examples that demonstrate your ability to lead the development and evaluation of Information Technology policies for strategic collection management, application data, information security and governance.
  3. Identify the ways you have influenced and cultivated a culture of learning and growth for all employees, where new challenges are welcomed and customer service is a priority?
  4. How have you advanced strategic projects to achieve efficiencies and operational improvements in a medium to large organization and what metrics were used to identify success?
  5. Describe your experience facilitating collaboration across various stakeholder groups who have different, and at times competing priorities, to identify solutions and effective outcomes.
  6. Summarize your experience overseeing the development of large-scale IT contracts and ensuring vendor accountability and fiscal stewardship.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated knowledge of state policies, rules & standards relative to the State’s information technology and digital services practices
  • Commitment to actively practicing fair behavior that is free from implicit bias in dealing with all parties
  • Experience fostering an inclusive work environment where diversity of thought is valued and encouraged
  • Experience in setting a culture of learning and growth for all employees, where new challenges are welcomed and the work product improves from a desire to learn and grow new ideas and new projects to support the department
  • Experience identifying barriers to progress and developing, implementing, and continuously improving IT solutions to streamline business processes
  • Experience with change management, particularly as it applies to implementing new technology and processes on a large scale
  • Knowledge of strategic and innovative practices in the IT field
  • Program administration experience communicating with executive level management, other state agencies, legislative staff, industry, local governments, etc.
  • Managerial experience that demonstrates the ability to successfully apply organizational leadership, communicate clearly, facilitate decision-making, promote teamwork, and define and achieve success across multi-disciplinary stakeholder interests
  • Strong leadership and management team experience demonstrating an ability to create clear goals and expectations, encourage leadership, use sound judgement in managing complex and varied programs
  • Experience facilitating collaboration across various stakeholder groups who have different, sometimes conflicting, priorities
  • Ability to gain the confidence and support of executive leadership and provide effective advice on regulatory and administrative matters and policies
  • Ability to collaborate with others to achieve mutual goals and meet the organizations' and external stakeholders' strategic goals and objectives
  • Experience with forecasting and managing a division’s budget.
