The Information Systems Division works in collaboration with programs and county agencies, to provide solutions to systems that assist families access essentials such as, but not limited to, medical services, care providers, groceries, and transportation.

The Information Technology Specialist I (ITS1) reports directly to the Information Technology Supervisor II (IT Sup II), Risk & Governance Unit. The ITS1 is responsible for leading the department’s Information Security Awareness Training (ISAT) program, ensuring training content is current, role-based, and integrated into both onboarding and annual training cycles. The incumbent monitors program effectiveness through phishing simulations and reports key performance metrics to management. This role is committed to fostering a security-conscious culture within CDSS through the development, implementation, and evaluation of comprehensive information security training initiatives. The ITS1 also supports project risk management efforts, contributes to IT security initiatives, and assists in resolving complex security issues. This position requires knowledge of information security training and awareness, third-party risk management, systems security, identity and access management, and IT security governance.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position is eligible for hybrid work in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.

Please note: Regular commute is not compensable.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


We are looking for candidates with the following knowledge, skills and/or experience within an Information Security program:

  • Experience developing and delivering information security training and awareness programs
  • Familiarity with phishing simulation tools and interpreting training effectiveness metrics
  • Experience supporting third-party risk management and vendor security oversight
  • Experience conducting and/or reviewing risk assessments
  • Experience in complying with policy guidelines, procedures, standards, and controls
  • Working knowledge and understanding of information security risks management
  • Working experience of emerging security risks
  • Experience developing reporting and security metrics
  • Working experience of security, policy compliance, and governance frameworks including: State Administrative Manual (SAM), NIST-800 series, etc.
  • Experience conducting compliance reviews for adherence to security policies and standards
  • CISA and/or CISSP certifications will be a plus
