The Savings Plus Program (Savings Plus) consists of a deferred compensation plan established in 1974 under Section 457(b) of the Internal Revenue Code (IRC), a tax-deferred thrift plan established in 1985 and implemented in 1989 under Section 401(k) of the IRC, and a Part-time, Seasonal, and Temporary Employees (PST) Retirement Program established in 1991 under Section 457 of the IRC. CalHR's authority to establish these plans is found in the California Government Code sections 19993, 19999.5, and 19999.2 respectively.
Under the general direction of the Personnel Program Manager II (PPM II), the Supervisor I plans, organizes, and performs the leadership and supervision of the Divisions Operations Team. Oversight includes varied and complex analytical work in the establishment and efficient operational administration of voluntary retirement plans for State employees. The functions include statewide personnel program activities, developing personnel program policy and operational procedures, working with external partners to develop system enhancements, administering and monitoring personnel management practices, developing statewide communications and correspondence for technical program information, analyzing statewide employee demographic data and researching industry best practices for operational process improvement, and implementation of new policy initiative and program improvements. The Supervisor I is expected to demonstrate the ability to reason logically and creatively; utilize a variety of analytical techniques; effectively utilize all available resources, develop, and evaluate alternatives, analyze data and present ideas and information effectively; consult with, advise and assist the Division Chief, Executive Office, and/or other interested parties on a wide variety of areas; gain and maintain the confidence and cooperation of those contacted during the course of work; prepare, review and edit written reports; utilize inter-disciplinary teams effectively to accomplish the program's objectives; utilize full authority to make decisions related to processes and participant escalations; and establish and maintain project priorities.
