The Public Safety Communications (PSC), Telecommunications Services Division, Telecommunications Site Services Unit is responsible for a wide array of engineering activities and services related to radio communications systems engineering and design for public safety agencies of the State of California.

Under direction of a Senior Telecommunications Engineer, the Associate Telecommunications Engineer performs difficult engineering work; acts as lead person on assigned projects in connection with design, installation, maintenance, and operation of statewide radio communications systems; and makes or leads radio communications engineering surveys and studies. The Associate Telecommunications Engineer performs duties of increasing responsibility such as developing technical reports and equipment selection criteria; providing project cost estimates for parts and labor; and notifying the supervisor of risks to the project’s budget, schedule, and scope. Additionally, the incumbent ensures engineering services for public safety communications meet the critical operational requirements of the State.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • A strong understanding and practical experience with wireless RF land mobile radio systems, including frequency propagation and FCC regulations.
  • Ability to perform technical studies and analysis (e.g. intermodulation interference) and prepare reports and memorandums summarizing the findings.
  • Ability to facilitate interaction and coordinate with other technical staff across multiple disciplines to troubleshoot and solve complex technical issues.
  • Excellent verbal and written communication skills to effectively communicate with technicians, engineers, supervisors/managers, and external stakeholders.
  • Possess essential qualities for accuracy and attention-to-detail, effective teamwork and collaboration, flexibility and adaptability to new technologies and software.
  • Knowledge of California Governor’s Office of Emergency Services’ (Cal OES) and Public Safety Communications (PSC) policies and procedures.
  • Experience with Federal Communications Commission (FCC) issues relating to both licensing activities, and representation of a public safety agency to a regulatory agency charged with the oversight and administration of Radio Frequency (RF) spectrum allocation.
