Analyst I

Under the supervision of the WDU Supervisor I, the Analyst I will perform essential research, analysis, and suggest alternatives or recommendations of applicable laws, rules, labor contract provisions, policies, etc., as they relate to the administration of a comprehensive personnel management program at Cal OES. The Analyst I is responsible for the medical coordination of the Workers’ Compensation (WC), Return To Work (RTW), Family Medical Leave Act (FMLA) California Family Rights Act (CFRA), non-industrial disability (NDI), and state disability insurance (SDI) programs.

Analyst II

Under the general direction of the WDU Supervisor I, the Analyst II will perform essential research, analysis, and suggest alternatives or recommendations of applicable laws, rules, labor contract provisions, policies, etc., as they relate to the administration of a comprehensive personnel management program at Cal OES. The Analyst II is responsible for the medical coordination of the Workers’ Compensation (WC), Return To Work (RTW), Family Medical Leave Act (FMLA) California Family Rights Act (CFRA), non-industrial disability (NDI), and state disability insurance (SDI) programs.

Both levels of this position require the incumbent to collect and analyze data related to WC and disability claims, compile summaries of statistical data regarding occupational injuries/illnesses, track departmental costs and injury trends, and provide written recommendations.

Maintains confidentiality of all WC files by ensuring they are stored in a locked cabinet.

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong knowledge and experience with Workers’ Compensation claims, Reasonable Accommodation requests, Medical Leave, and the State Compensation Insurance Fund (SCIF).
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Outlook).
  • Skilled in researching, interpreting, and applying state and federal laws, rules, and regulations, including those associated with the Return-to-Work Program.
  • Excellent analytical, research, and problem-solving skills with the ability to evaluate issues, recommend solutions, and improve processes for efficiency.
  • Strong written and verbal communication skills with proven ability to prepare reports, present information, and communicate effectively with diverse stakeholders.
  • Exceptional interpersonal and customer service skills with the ability to guide stakeholders through State processes, tools, programs, and applications.
  • Superb attention to detail with the ability to maintain confidentiality in handling sensitive information.
  • Highly organized with the ability to prioritize, manage multiple tasks simultaneously, and meet critical deadlines.
  • Skilled in developing and delivering presentations, facilitating meetings, and collaborating with internal and external partners.
