About this Role:

The Local Educational Agency Medi-Cal Billing Option Program (LEA BOP) reimburses LEA BOP Providers (school districts, county offices of education, charter schools, state special schools, community college districts, California State Universities, and University of California campuses) the federal share of the maximum allowable rate for approved health-related services provided by qualified health service practitioners to Medi-Cal eligible students. The LEA BOP Provider Relations Unit focuses on program outreach, engagement, and compliance.

Under the general direction of the Supervisor I, the Health Program Specialist (HPS) I will serve as a subject matter expert for the Local Educational Agency Medi-Cal Billing Option Program (LEA BOP) Provider Relations Unit. The HPS I will independently lead and perform a variety of complex administrative health program management and highly technical analytical tasks necessary to accomplish the goals and objectives of the LEA BOP.

The HPS I is responsible for coordinating the implementation of program policy and problem resolution recommendations with multiple departmental, immediate, and long-range impacts. This involves providing consultative advice to various program partners regarding program policy. The HPS I will act as a program subject matter expert (SME) as it relates to outreach activities and materials. The HPS I will serve as a SME within the unit in development of public health and health care projects; apply health regulations, policies and procedures; speak and write effectively, and act as program liaison. The HPS I fosters a collaborative and communicative atmosphere with program partners, contracted resources, and coworkers.

Telework Information and Salary Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
