We are seeking a Facilities Program Manager to lead the planning, development, and delivery of complex transportation infrastructure and transit programs and facilities projects. This role is responsible for overseeing multiple project assignments, ensuring successful delivery of cost, schedule, quality, risk, and stakeholder objectives. The Program Manager will serve as a key liaison between clients, consultants, contractors, transit agencies, and project teams while fostering collaborative relationships and driving project success.
In this role, you will manage projects from planning and design through construction, testing, commissioning, operational readiness, and turnover to operations. You will provide leadership and oversight of multidisciplinary teams, coordinate activities across stakeholders, and develop strategies to mitigate risks and resolve issues. Experience supporting transportation projects such as rail, transit, roadway, bridge, utility infrastructure, and facility improvement programs is highly valued.
Key Responsibilities:
- Lead delivery of transportation, transit infrastructure and facilities programs from planning through project completion.
- Manage project scope, budget, schedule, quality, contracts, funding, and risk management activities.
- Coordinate with clients, architects, engineers, contractors, transit operators, utilities, public agencies, and regulatory authorities.
- Provide oversight of operational readiness, activation, testing, commissioning, and transition-to-operations activities.
- Develop and implement program strategies, governance processes, project controls, and executive reporting.
- Support stakeholder engagement, executive presentations, permitting activities, and client relationship management.
- Lead multidisciplinary project teams and foster collaboration across all project participants.
Here's what you'll need
- Bachelor's degree in Engineering, Construction Management, Transportation Planning, Business, or a related field.
- 15+ years of progressive experience managing transportation, transit, bus, rail, roadway, bridge, utility infrastructure, or capital improvement programs.
- Experience delivering projects through planning, design, procurement, construction, commissioning, activation, and closeout.
- Demonstrated experience managing budgets, forecasting, scheduling, funding, change management, risk registers, quality assurance, and safety programs.
- Experience coordinating with transit agencies, public works departments, utilities, contractors, consultants, and authorities having jurisdiction (AHJs).
- Strong leadership, communication, organizational, and stakeholder management skills.
Preferred Qualifications:
- PMP, CCM, PE, PMI-CP, or related professional certification.
- Experience serving as an Owner's Representative or leading PM/CM services within public-sector transportation programs.
- Rail or transit operations, systems integration, testing, commissioning, and activation experience.
- Experience with federally funded programs, FTA requirements, PMIS platforms, document control systems, and executive-level program reporting.
- Experience managing complex programs in active operating environments requiring coordination of construction, operations, maintenance, utilities, and multiple stakeholder groups.

The base salary range for this position is $174,900.00 to $240,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
