Procurement Manager
Job Description and Duties
Under the direct supervision of the Staff Services Manager II, Supervisor, the Procurement Manager is responsible for providing supervision and guidance to analytical staff in purchasing and processing requests for Information Technology (IT) goods and services and Non-IT goods. The incumbent will develop new processes to achieve division objectives in the most effective and efficient manner and monitor activities to ensure compliance with objectives, goals, and policies.
This is a 12-month limited term position with the possibility of being extended or being made permanent. Duties performed:(Candidates must perform the following functions with or without reasonable accommodations.)
- Provide supervision, direction, and oversight to Procurement Unit staff.
- Direct, plan, and organize the work of the unit, assigning workload, reviewing work, and providing training as necessary to ensure staff success.
- Encourage, motivate, and communicate with staff on a regular basis, conducting meetings, establishing performance expectations, and completing probationary reports and annual evaluations, taking corrective actions as necessary and promoting continuous improvement.
- Monitor work of staff and report progress to the SSMII, Supervisor.
- Work with available resources to deliver high quality services and maintain cooperative working relationships with all other divisions, control agencies, and outside entities.
- Research and resolve issues facing unit workload and ability to meet objectives and maintain the service level agreement for processing purchase orders while maintaining clear lines of communication.
- Use knowledge of state laws, rules, regulations, and guidelines to oversee and develop operations including the development, review, and documentation of the SCO’s purchasing of IT goods and services and Non-IT goods.
- Assist in the planning, development, and implementation of administrative policies and procedures and reporting requirements.
- Identify and analyze complex, sensitive, and emerging administrative problems and recommend appropriate courses of action.
- Provide procurement consultation services and technical assistance to departmental staff at all levels.
- Provide subject matter expertise on difficult and complex program acquisitions.
- Keep apprised of all departmental procurement related policies, procedures, and guidelines including the State Administrative Manual (SAM), the Consolidated State Contracting Manual (SCM) Volume 2, the Department of General Services (DGS) Procurement Division (PD) guidelines, the Department of Technology (CDT) State Information Management Manual (SIMM), external and internal policies and procedures, and other state mandates and directives.
- Require staff to complete the appropriate and mandatory training to ensure compliance with purchasing laws, rules and regulations.
- Maintain the SCO Procurement Policy and Procedure Manual (PPPM).
- Provide guidance to staff and monitor progress and resolution of FI$Cal activities or issues.
- Ensure staff meet reporting requirements, goals, and guidelines set forth by the DGS PD.
- As the SCO Reasonable Accommodation (RA) Procurement Coordinator, develop and maintain procedures to ensure purchases are expedited and accurately reported and ensure buyers knowledgeable on the process.
- Set time frames, prioritize, and review staff work plans for completing timely purchases and related special assignments.
- Keep staff apprised of work performance, provide feedback and meet assigned deadlines.
- Monitor absences, time off requests and overtime.
- Research problematic areas and provide alternative approaches for resolution, evaluating the impact on staff or other SCO divisions, and provide recommendations to departmental management.
- Participate and attend all meetings and required training.
- Perform other duties as required including, but not limited to, administration of the Office of State Publishing Digital Store and SCO Procurement Card program, producing the quarterly Contracts and Procurement Office newsletter, and facilitating monthly departmental LIVE FAQ & Answer sessions.

Working Conditions
This is a 12-month limited term position with the possibility of being extended or being made permanent.
This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. The building offers affordable monthly parking, employee gym access, an amenities center, and a beautiful mid-tower garden terrace. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer’s market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit’s light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies.Special Requirements

- Knowledge of the organization and functions of California State Government, including policies, procedures and guidelines to promote sound business decisions and practices in securing necessary goods and services for the State in accordance with the State Contracting Manuals, State Administrative Manual, Public Contract Codes, internal pro cedures and policies, and all externally imposed contracting mandates and directives.
- Knowledge of the administration and application of the Controller’s Office goals and objectives.
- Ability to reason logically and creatively and utilize a variety of analytical techniques to resolve purchasing problems.
- Ability to develop and evaluate alternatives; analyze data, and present ideas and information effectively both orally and in writing.
- Ability to utilize emotional intelligence to maintain a productive team dynamic.
- Ability to adapt to unexpected changes with little notice.
- Ability to review and edit written procedures, policies, and documents.
- Ability to gain and maintain the confidence and cooperation of those contacted during the course of work.
