Job Description and Duties

This is a 12 month Limited-Term position, which may be extended for an additional 12 months, not to exceed 2 years. This position may become Permanent/FT pending budget approval.

Under the general direction of the SGC’s Deputy Director of Energy Investments, the Factory-built Housing Program Lead oversees the daily management, strategic direction, and operational oversight of the program within the Strategic Growth Council (SGC). This role is pivotal in fostering collaboration across various sectors, including intra-agency programs within the SGC, other state departments and agencies, local and regional governments, community stakeholders, and industry groups. The Program Lead's role is integral to achieving the goals of the California Factory-built Housing Program, which includes accelerating the deployment of Factory-built Housing solutions in underserved communities and supporting progress towards the state's housing and climate goals.

Key responsibilities include:

  • Leading the administration of the Factory-built Housing Pilot Program
  • Managing contracts with grantees, consultants, and other external providers.
  • Coordinating statewide efforts across multiple agencies, such as the California Department of Housing and Community Development, the California Air Resources Board, and the California Energy Commission to align program outcomes with statewide housing, climate, and equity objectives.
  • Expanding the reach of state investments in factory-built housing by partnering with local governments, Tribal Nations, and community organizations, and leveraging both public and private capital to maximize the impact of state investments.

Working Conditions

Persons appointed to this position must be reasonably expected to exert up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects with or without a reasonable accommodation. Involves sitting most of the time, but may involve walking or standing for brief periods of time. This position may be eligible to participate in OPR’s hybrid telework schedule. Participation in Telework is subject to OPR’s guidelines. Occasional/overnight travel up to 15% may be required.

Ability to conduct qualitative and quantitative research and policy analysis; manage relationships and communicate effectively with stakeholders; articulate and prioritize key issues and topics that advance the State’s housing and climate goals; translate and complex information, including scientific research; incorporate equity considerations into programs, policies, and projects; develop and evaluate alternatives to inform decision-makers, staff, and stakeholder groups.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Advanced degree in a related field, experience with California’s housing policy, and understanding of barriers to factory-built housing manufacturing and deployment. Knowledge of housing finance and project development is highly valued.

Statement of Qualifications

Statement of Qualifications (SOQ) Staff Services Manager I (Specialist)

A Statement of Qualifications (SOQ) is required and must be submitted along with your State application (STD 678). The SOQ discusses how applicants’ education and experience meet the evaluation criteria below and qualify them for the position. The SOQ documents each applicant's ability to present information clearly and concisely in writing. You must include specific examples, including the length of time of each statement of experience, addressing each evaluation criterion listed below. The SOQ must not exceed two (2) pages in length and be written in no less than 12-point font. Each evaluation criterion must be addressed separately and in order.

Resumes, letters, and other materials cannot substitute the SOQ. The SOQ will be utilized as screening criteria for the hiring interview only and will not be used for the purposes of examination.

1. Describe your relevant policy analysis and development, project management and consultation, community planning, and research and/or evaluation experience related to housing, climate resilience, and community development.

2. Describe your experience with program development, grants management, and/or contracts, including providing guidance and advice for grantees and/or contractors to ensure a successful implementation that includes partner feedback and consideration.

3. Provide examples detailing your technical, analytical, and interpersonal communication skills on project comments, public testimony, and/or meeting facilitation.
