Commercial Driver Licensing Policy Analyst - Telework Hybrid
Job Description and Duties
This position is located at the DMV Headquarters in Sacramento.
This position is currently hybrid telework and anticipated to return to the office in 2027.
The Commercial Licensing Policy Section is looking for an innovative Policy Analyst who is eager to spearhead projects that contribute to the trucking and occupational licensing industries. The Policy Analyst will support the department's Occupational Licensing (OL)/Commercial Driver Licensing (CDL) & Industry Policy Program utilizing critical thinking and creative problem-solving skills.
The Policy Analyst performs duties which typically require well-developed CDL, OL, and Federal Motor Carrier Safety Administration (FMCSA) regulatory expertise including but not limited to the following: Researching and analyzing existing processes for appropriate action and developing policies and procedures. Leading and coordinating policy and procedure change efforts as needed based on new or changing legislation. Managing difficult and complex projects with competing implementation or due dates. Conducting and attending meetings with various levels of management, headquarters and field office representatives, and other agencies representatives regarding potential changes to existing policies or programs as a result of federal or state legislation or business and departmental needs.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Experience with Adobe and Microsoft Office Suite (Word, Outlook, PowerPoint, Excel).
• Ability to work professionally with peers, internal and external customers, and management of all levels including executive leadership.
• Excellent written skills with an ability to prepare clearly written correspondence.
• Excellent and effective verbal communication skills with the ability to speak clearly and effectively.
• Efficient time management and organizational skills with the ability to manage competing assignments and tasks.
• The ability to produce documentation and convey complex information in a clear and concise manner.
• Strong analytical and critical thinking skills to understand project goals and identify methods that would contribute to improving processes.
• Ability to handle complex projects and issues related to program implementation, contract requirements, policies, etc.
• Ability to collaborate effectively with management and staff across divisions and provide guidance on complex issues of functionality, efficiency, and program operations.

Working Conditions
Part-time telework available. Telework requires California residency. This position offers hybrid telework opportunities; however, telework arrangements are subject to change at any time based on State & departmental operational needs. Employees may be required to report to the office as necessary.
