Job Description and Duties

Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Branch Chief (Manager II) of the Community Development Branch within the Division of Federal Financial Assistance (DFFA), the Supervisor II oversees and directs the work of first level managers and specialists within a section that administers a variety of federally funded Housing and Community development programs including Community Development Block Grant (CDBG).

The Community Development Branch is primarily responsible for the design and implementation of federally funded affordable housing programs including the development of program guidelines detailing the use and requirements of federal funding programs, issuance of Notices of Funding Availability (NOFA), application review, funding recommendations, fund disbursement and monitoring. Up to 15% overnight travel throughout the state may be required.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be completed in California and cleared prior to being hired.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of and experience administering the HUD Community Development Block Grant program, and/or other HUD or federal programs.
  • Ability to effectively formulate state regulations and interpret federal and state regulations and policies including the ability to plan, organize, and coordinate or supervise the implementation of policies and programs.
  • Demonstrated ability to clearly communicate complex issues in simple terms that are easily understood by the audience.
  • Ability to encourage internal and external partnerships and collaborations for organizational improvements; provides access to opportunities and resources to support staff efforts.
  • Strong analytical, communication, organizational, and problem-solving skills
  • Ability to effectively deal with governmental agencies and private sector organizations
  • Ability to evaluate and maintain alignment with organizational decisions while upholding ethical, compliance, and program integrity standards.
  • Experience supervising first level managers and staff

Statement of Qualifications
